Therefore, techniques developed in the study of insects or in those fields concerned with the control of insect pests are often unique. Methods for measuring things are common to all sciences. Advances sometimes depend more on how something was done than on what was measured; indeed a given field often progresses from one technique to another as new methods are discovered, developed, and modified. Just as often, some of these techniques find their way into the classroom when the problems involved have been sufficiently ironed out to permit students to master the manipulations in a few laboratory periods. The Wild Horse and Burro Program has not used scientifically rigorous methods to estimate the population sizes of horses and burros, to model the effects of management actions on the animals, or to assess the availability and use of forage on rangelands. Evidence suggests that horse populations are growing by 15 to 20 percent each year, a level that is unsustainable for maintaining healthy horse populations as well as healthy ecosystems. Promising fertility-control methods are available to help limit this population growth, however. In addition, science-based methods exist for improving population estimates, predicting the effects of management practices in order to maintain genetically diverse, healthy populations, and estimating the productivity of rangelands. Greater transparency in how science-based methods are used to inform management decisions may help increase public confidence in the Wild Horse and Burro Program.

These include physical and chemical pollutants as well as other stressors such as parasites and environmental impact (e. g. , climate change or habitat loss). The combi- tion of stressors can result in increased risk to organisms (either additive or synergistic effects) or decreased effects (protective or antagonistic effects). The multiple stressor challenge is an international, multi-disciplinary problem requiring an international, multi-disciplinary approach. The c- rent approach to multiple stressors is to examine one stressor at a time and assume additivity. Little work has been done on combinations of stressors such that potential interactions can be determined. The problem is very complex. Multiple stressors pose a whole spectrum of challenges that range from basic science to regulation, policy and gove- ance. The challenges raise fundamental questions about our understanding of the basic biological response to stressors, as well as the implications of those uncertainties in environmental risk assessment and management. In addition to the great breadth, there is also great depth in the research ch- lenges, largely due to the complexity of the issues. From a basic science point of view, many of the mechanisms and processes under investigation are at the cutting edge of science — involving new paradigms such as genomic ins- bility and bystander effects.
