Book excerpt: It is well known that the biochemical processes of life on Earth are maintained by the external solar radiation and can be reduced to the synthesis and decomposition of organic matter. Man has added the synthesis and decomposition of various in dustrial products to these natural processes. On one hand, biological synthesis may only be conducted within the rather narrow margins of parameters of the environ ment, including temperature, humidity, concentrations of the inorganic substances used by life (such as carbon dioxide, oxygen, etc.) On the other hand, the physical and chemical composition of the environment suffers significant changes during those processes of synthesis and decomposition. The maximum possible rate of such change due to the activity of living beings can exceed the average geophysical rates of change of the environment due to activity ofterrestrial depths and cosmic processes by a factor often thousand. In the absence of a rigid correlation between the biological synthesis and decomposition, the environment would be greatly disturbed within a decade and driven into a state unfit for life. A lifeless Earth, however would suffer similar changes only after about a hundred thousand years. Preservation of the existing state of the environment is only possible with strict equality between the rates of biological synthesis and decomposition, that is, when the biochemical cycles of matter are virtually closed.

To address the critical issues of U.S. competitiveness and to better prepare the workforce, A Framework for K-12 Science Education proposes a new approach to K-12 science education that will capture students' interest and provide them with the necessary foundational knowledge in the field. A Framework for K-12 Science Education outlines a broad set of expectations for students in science and engineering in grades K-12. These expectations will inform the development of new standards for K-12 science education and, subsequently, revisions to curriculum, instruction, assessment, and professional development for educators. This book identifies three dimensions that convey the core ideas and practices around which science and engineering education in these grades should be built. These three dimensions are: crosscutting concepts that unify the study of science through their common application across science and engineering; scientific and engineering practices; and disciplinary core ideas in the physical sciences, life sciences, and earth and space sciences and for engineering, technology, and the applications of science. The overarching goal is for all high school graduates to have sufficient knowledge of science and engineering to engage in public discussions on science-related issues, be careful consumers of scientific and technical information, and enter the careers of their choice. A Framework for K-12 Science Education is the first step in a process that can inform state-level decisions and achieve a research-grounded basis for improving science instruction and learning across the country. Some observers consider the Copenhagen conference a failure. EU representatives, in contrast, present an optimistic evaluation of achieving a global temperature rise limit of not more than 2°C by 2100. Geoscience researchers and lead investigators of the Intergovernmental Panel on Climate Change (IPCC) have supported CO2 emission reduction pledges and contend that we can achieve the 2°C limit through international coordination. This position conflicts with evaluations of United States Congressional and Presidential advisors, who do not believe the Copenhagen CO2 reduction commitments can hold the global warming increase to below 2°C and who have not supported the agreement. Developing countries are alarmed, because climate change is expected to hit them hardest. The developed world will use energy to mitigate global warming effects, but developing countries are more exposed by geography and poverty to the most dangerous consequences of a global temperature rise. The Oxford Handbook of the Macroeconomics of Global Warming analyzes the macroeconomics of global warming, especially the economics of possible preventative measures, various policy changes, and potential effects of climate change on developing and developed nations.

The term has a variety of meanings in different sociocultural and political contexts, including “self-strength, control, self-power, self-reliance, own choice, life of dignity in accordance with one’s values, capable of fighting for one’s rights, independence, own decision making, being free, awakening, and capability” (The World Bank, 2002, p. 10). However, the World Bank report observed that most definitions focus on issues of “gaining power and control over decisions and resources that determine the quality of one’s life” (p. 10). This interpretation of empowerment provides a useful starting point for the development of the series of interconnected arguments explored here. Establishment of the basis for understanding, identifying and developing strategies through education necessary for individuals to be able to make choices that inf- ence the quality of their lives is the main aim of this book. There are a number of assumptions and boundaries that frame this analysis. First, the book focuses on “agents”; however, empowerment is often conceptualised in terms of relationships between agency and structure (e. g. , Alsop, Bertelsen, & H- land, 2006). Agency could be defined as “an actor’s or group’s ability to make purposeful choices – that is, the actor is able to envisage and purposively choose options” (p. 11).
