High deforestation rates, declining fish stocks, biodiversity loss, and alienation of indigenous and rural people from their land and traditional livelihoods are now matters of increasing local and international concern. The book explores the social and political dimensions of these environmental changes in Cambodia, and of efforts to intervene in and ‘improve’ current trajectories for conservation and development. Book excerpt: This book provides an empirically formulated foundation for conflict-sensitive conservation, a field in which the existing literature relies primarily on anecdotal evidence. Seeking to better understand the impact of conflict on the implementation and outcomes of environmental projects, the Global Environment Facility (GEF) Independent Evaluation Office and the Environmental Law Institute undertook an evaluation of GEF support to fragile and conflict-affected contexts. Following a qualitative and quantitative analysis of documents from more than 4,000 projects, the research team discovered a statistically significant negative correlation between a country’s Fragile States Index score and the implementation quality of environmental projects in that country. In this book, the evaluation and research team explain these groundbreaking findings in detail, highlighting seven key case studies: Afghanistan, Albertine Rift, Balkans, Cambodia, Colombia, Lebanon, and Mali. Drawing upon additional research and interviews with GEF project implementation staff, the volume illustrates the pathways through which conflict and fragility frequently impact environmental projects. It also examines how practitioners and sponsoring institutions can plan and implement their projects to avoid or mitigate these issues and find opportunities to promote peacebuilding through their environmental interventions. Examining data from 164 countries and territories, this innovative book will be of great interest to students and scholars of environmental management, conservation, international development, and the fast-growing field of environmental peacebuilding. It will also be a great resource for practitioners working in these important fields. In this instance, the paradox lies in two widely held and conflicting assumptions: that the pathway to a modern economy requires exploiting and monetizing a country's natural resources, and that the long-term prosperity of a nation depends on the conservation of those same resources. This book consciously seeks to avoid the mentality of "trade-offs", where pro-development advocates view conservation efforts as impediments and conservationists are convinced that development inevitably leads to a loss for nature. Instead, through an evaluation of opportunities in the still pristine forests of the Cardamom Mountains and surrounding landscapes, the author seeks to demonstrate that wise management of a nation's renewable natural resources will facilitate economic growth. Resolving the Cardamom Conundrum demands an economic model that provides robust growth, and that alleviates poverty over the short term and eradicates it over the medium term. Any other solution is impractical and morally unacceptable. The author points the way by indentifying innovative options linked to climate finance and low carbon development strategies that span the economic, social and environmental dimensions of sustainable development.

As species and their habitats disappear, so do products of present and future value, genes with which to improve crop varieties and livestock, and the natural resiliencies of the world's living resources to respond to climatic and enviornmental change. Nowhere else is the loss of biodiversity expected to be higher during the coming decades than in the Asia-Pacific region. The loss of biodiversity is irreversible. Recognizing this, the Asia Environment Division prepared this paper which is intended to identify priority areas of investment in the Asia-Pacific region. The paper accepts the importance of biodiversity conservation and suggests that policy change coupled with the establishment of protected area systems will be critical to success. A wide range of interventions will be needed to support these efforts toward conserving biodiversity - interventions involving national and local governments, national and international nongovernmental organizations and, most importantly, local people. The strategy defined in this paper is intended to complement existing national and international initiatives and to build partnerships in conservation for the 1990s.

As such, wildmeat use is often seen as problematic for wildlife conservation. From a development perspective, balancing the nutritional needs of people who depend on wildmeat with biodiversity conservation is the greatest challenge. But why can’t wildmeat use be seen as an ally for conservation? Most analysis of wildmeat use have framed the problem around a rather simplistic paradigm where wildmeat use is unsustainable and should therefore be reduced or stopped to ensure wildlife conservation. Indeed, until the early start of this century most research efforts have been rooted in the biological disciplines, focused on quantifying the magnitude of the trade and measuring its level of destruction on wildlife species and ecosystems. This most often led to the institution of prohibitive policies intended for the protection of the wild resources, such as separating people from wildlife, expanding tightly-managed protected area networks, blanket criminalization of wild meat hunting, and increasing enforcement and interdiction measures. More recently, based on the elucidation of the role of wild meat in human livelihoods, some practitioners defend the idea that consumptive uses of wildlife are the only way to save it in the long run.
