In the decades following his death, neoliberalism has triumphed and attacks on social rights have become increasingly bold. If Foucault was not a direct witness of these years, his work on neoliberalism is nonetheless prescient: the question of liberalism occupies an important place in his last works. Since his death, Foucault's conceptual apparatus has acquired a central, even dominant position for a substantial segment of the world's intellectual left. However, as the contributions to this volume demonstrate, Foucault's attitude towards neoliberalism was at least equivocal. Far from leading an intellectual struggle against free market orthodoxy, Foucault seems in many ways to endorse it. How is one to understand his radical critique of the welfare state, understood as an instrument of biopower? Or his support for the pandering anti-Marxism of the so-called new philosophers? Is it possible that Foucault was seduced by neoliberalism? This question is not merely of biographical interest: it forces us to confront more generally the mutations of the left since May 1968, the disillusionment of the years that followed and the profound transformations in the French intellectual field over the past thirty years. To understand the 1980s and the neoliberal triumph is to explore the most ambiguous corners of the intellectual left through one of its most important figures.

It challenges the usual conception of discourse and power that underlies most of the current theories in contemporary discourse analysis, and shows that it is unsatisfying in so far as it reduces power to domination and discourse to power technology. It is called "Dialogical Model" in accordance with its being grounded in a dialogical conception of discourse that naturally leads to a participative conception of power (as empowerment). Properly understood, domination is a great evil, the suffering of which ought to be minimized so far as possible. Surprisingly, however, political and social theorists have failed to provide a detailed analysis of the concept of domination in general. This study aims to redress this lacuna. It argues first, that domination should be understood as a condition experienced by persons or groups to the extent that they are dependent on a social relationship in which some other person or group wields arbitrary power over them; this is termed the 'arbitrary power conception' of domination. It argues second, that we should regard it as wrong to perpetrate or permit unnecessary domination and, thus, that as a matter of justice the political and social institutions and practices of any society should be organized so as to minimize avoidable domination; this is termed 'justice as minimizing domination', a conception of social justice that connects with more familiar civic republican accounts of freedom as non-domination. In developing these arguments, this study employs a variety of methodological techniques - including conceptual analysis, formal modelling, social theory, and moral philosophy; existing accounts of dependency, power, social convention, and so on are clarified, expanded, or revised along the way. While of special interest to contemporary civic republicans, this study should appeal to a broad audience with diverse methodological and substantive interests.
