Book excerpt: Globalization was associated with a decline in labour power and voice, and an increase in employer power focusing on enhanced world place flexibility in an era when the Philippines' competitive advantage was lower labour costs and an English~speaking workforce. This report will show that the financial crisis in Asia has served to further accelerate the crisis trend, and in several ways has created conditions for employers to easily convince workers and their representatives to push through radical workplace reforms without significant union opposition: the financial crisis has weakened labour's bargaining power and strengthened and accelerated employers' flexibility drives.

Book excerpt: The case studies of Singapore, Malaysia, Philippines, and India presented in this paper support the author's contention that a country's industrialization strategy for economic development profoundly influences its industrial relations (IR) and human resource (HR) policy goals. For example, he finds an association between an import substitution strategy and national IR/HR policy goals of pluralism and stability, and between an export-oriented strategy and an IR/HR policy goal of cost containment. These four countries diverged, however, in the specific institutions and arrangements they adopted to meet national IR policy goals, both because of different political choices made by the dominant actors (in these cases, the state) and because of different industrial relations histories.

This book addresses this issue head on, using empirical evidence from some of the fastest growing and transition economies from East and South Asia. Countries such as the Philippines and Malaysia have already started to deindustrialize before enjoying industrial maturity, while with the exception of China and evidence of some growth in real wages in the other economies, the evidence appears compelling to suggest that increased industrialization and integration into the capitalist economy have not succeeded in providing significant labour improvement. The evidence suggests that a proactive state, focusing on enhancing the material conditions of labour, is pertinent to ensuring sustainable long term industrialization and thus improving material conditions for workers.
