Book excerpt: This book centers on the Report of the International Commission to Inquire into the Causes and Conduct of the Balkan Wars, published in Washington in the early summer of 1914 by the Carnegie Endowment for International Peace. The volume was born from the conviction that the full assessment of the significance of the Carnegie Report—one of the first international non-governmental fact-finding missions with the intention to promote peace—requires a deeper exploration of the context of its birth. The authors examine how the countries involved in the wars handled the inquires of the Carnegie Commission and the role of the report in the remembrance of the wars in the respective states. Although the report considered both the Ottoman Empire and the Balkan nation-states insufficiently civilized to wage wars within the limits of the codes of conduct of international law, this orientalist conclusion can in part be explained by the liberal internationalist strategy of the Carnegie Endowment, and of the commission members’ professional, political, and ethnic background. Overshadowed by the outbreak of World War I, the Carnegie Report’s direct impact on international arbitration or international criminal law was limited, yet—in the authors’ opinion—it ultimately contributed to the further juridification of international relations

Book excerpt: The global humanitarian movement, which originated within Western religious organizations in the early nineteenth century, has been of most important forces in world politics in advancing both human rights and human welfare. While the religious groups that founded the movement originally focused on conversion, in time more secular concerns came to dominate. By the end of the nineteenth century, increasingly professionalized yet nominally religious organization shifted from reliance on the good book to the public health manual. Over the course of the twentieth century, the secularization of humanitarianism only increased, and by the 1970s the movement's religious inspiration, generally speaking, was marginal to its agenda. However, beginning in the 1980s, religiously inspired humanitarian movements experienced a major revival, and today they are virtual equals of their secular brethren. From church-sponsored AIDS prevention campaigns in Africa to Muslim charity efforts in flood-stricken Pakistan to Hindu charities in India, religious groups have altered the character of the global humanitarian movement. Moreover, even secular groups now gesture toward religious inspiration in their work. Clearly, the broad, inexorable march toward secularism predicted by so many Westerners has halted, which is especially intriguing with regard to humanitarianism. Not only was it a highly secularized movement just forty years ago, but its principles were based on those we associate with "rational" modernity: cosmopolitan one-worldism and material (as opposed to spiritual) progress. How and why did this happen, and what does it mean for humanitarianism writ large? That is the question that the eminent scholars Michael Barnett and Janice Stein pose in Sacred Aid, and for answers they have gathered chapters from leading scholars that focus on the relationship between secularism and religion in contemporary humanitarianism throughout the developing world. This book, however, also qualifies the normative assumption on the positive relationship between civil society and democracy asserted by the mainstream neo-Tocquevillean School that has a profound influence on donor policies. Readers are introduced to civil society in Bangladesh from a broad perspective. Rather than confining the analysis to NGOs, chapters explore the origin, nature, and function of both modern and conventional CSOs, which helps to provide a more authentic understanding of the genuine state of civil society in relation to other actors in the political system. Combining survey data analyses and empirical observations with carefully chosen case studies, the book reveals that CSOs participate very actively in social services. This research also reveals that these highly active CSOs in the field of social development lack the necessary attributes for ensuring participation, proper interest articulation and monitoring of the state. Through systematic analysis, the book shows that political structures—and for Bangladesh, particularly political parties—along with vertical social relationships such as clientelism, patronage, nepotism, and corruption have contributed to a non-vigilant civil society in Bangladesh, although it often is spoken of in different terms.
