Moving beyond simplistic analyses of cities-versus-suburbs, the authors use a large and unique data set to discover the special patterns of opportunity in greater Philadelphia, a sprawling, complex metropolitan region consisting of more than 350 separate localities. With each community operating its own public services and competing to attract residents and businesses, the places people live offer them dramatically different opportunities. The book vividly portrays the region’s uneven development—paying particular attention to differences in housing, employment and educational opportunities in different communities—and describes the actors who are working to promote greater regional cooperation. Surprisingly, local government officials are not prominent among those actors. Instead, a rich network of “third-sector” actors, represented by nonprofit organizations, quasi-governmental authorities and voluntary associations, is shaping a new form of regionalism.

Book excerpt: The emergence of the metropolitan complex as the characteristic urban form in the United States has raised the question of the adequacy of traditional local governments to cope with changed local conditions. Most studies on this subject have focused on the attempts by suburbs to achieve metropolitan forms of government, stressing the interdependence of local units of government and the resulting need for integrative governments to formulate and execute area-wide policies. This book takes note of the failures of the metropolitan governmental proposals and turns attention to the forces for decentralization in the government of metropolitan areas. In other words, this is a study of the forces for independence—the values that impel local units to cherish and protect their separate identities. It seeks to describe these values not as sentiments, but as actual public policies realized through the actions of local governments. Specifically, it analyzes the way in which local municipal and school fiscal policies and the patterns of inter-local cooperative arrangements reflect the discrete circumstances of the individual suburbs. The locus of the study is the Philadelphia area, but its findings will be of interest to a national as well as a local audience. Approximately 300 municipalities are covered in the analysis. The findings of the study are discussed for their implications for future changes in the governing of metropolitan areas. Although scholarly in its approach to urban problems, this empirical study has been written in a way that will make it understandable and valuable to the lay reader. It is illustrated with maps and charts, and includes a lengthy statistical appendix.

The EPRs are also intended to determine the effects of planning on transportation investment processes. This EPR for the Philadelphia metropolitan area included a federal site visit on 17-19 January 1995. At the conclusion of the site visit the federal team presented preliminary observations and recommendations to the local agencies taking part in the review. This Final Report describes the EPR in detail and contains summary conclusions as well as observations and recommendations.

Having been re-created repeatedly, each era of the city's development includes elements of the past. In this book, the authors describe the city's evolution into a post-industrial metropolis of old communities and newly expended neighborhoods, in which remnants of 19th-century industries can be seen in today's residential areas. This book explores a wide range of issues impacting upon Philadelphia's post-industrial economy--trends in housing and homelessness, the business community, job distribution, a disintegrating political structure, and increased racial, class, and neighborhood conflict. The authors examine the growth of the service sector, the disparity in the city's urban renewal program that has enriched center city but left most neighborhoods in need, and they evaluate the realistic prospects for regional solutions to some of the problems facing Philadelphia and its suburbs.
