Book excerpt: Silver Lake Dam is an earth embankment about 350 feet long and 15 feet high at its maximum section. An ungated overflow masonry spillway is located at the approximate midpoint of the embankment. Silver Lake Dam has a maximum storage capacity of 51 acre feet and a maximum height of 15 feet. The dam is therefore classified as 'Small' size structure. Because of the potential for the possible loss of a few lives and appreciable property losses in the damage area, located about 0.6 miles downstream, the dam is considered to be a 'Significant' hazard structure. The selected Spillway Design Flood (SDF) for Silver Lake Dam ('Small' size, 'Significant' hazard) is the one hundred year storm. An examination of the hydrologic and hydraulic analyses indicates that the spillway is not capable of passing the SDF without the dam being overtopped. The spillway is classified as 'Inadequate'. Based on visual observations and a review of the information obtained from the Pennsylvania Department of Environmental Resources, Silver Lake Dam appears to be in fair condition.

Book excerpt: Pursuant to Public Law 92-367, Phase I Inspection Reports are prepared under guidance contained in the Recommended Guidelines for Safety Inspection of Dams, published by the Office of Chief of Engineers, Washington, D.C. 20314. The purpose of a Phase I investigation is to identify expeditiously those dams which may pose hazards to human life or property. The assessment of the general conditions of the dam is based upon available data and visual inspections. Detailed investigation and analyses involving topographic mapping, subsurface investigations, testing, and detailed computational evaluations are beyond the scope of a Phase I investigation; however, the investigation is intended to identify any need for such studies. Based upon the field conditions at the time of the field inspection and all available engineering data, the Phase I report addresses the hydraulic, hydrologic, geologic, geotechnic, and structural aspects of the dam. The engineering techniques employed give a reasonably accurate assessment of the conditions of the dam. It should be realized that certain engineering aspects cannot be fully analyzed during a Phase I inspection. Assessment and remedial measures in the report include the requirements of additional indepth study when necessary. Phase I reports include project information of the dam and appurtenances, all existing engineering data, operational procedures, hydraulic/hydrologic data of the watershed, dam stability, visual inspection report and an assessment including required remedial measures. Book excerpt: The 140 foot long dam is an earth embankment, the top of which, at elevation 154.5, is approximately 15 feet above the streambed of Belcher Brook. A drop inlet at a flow line elevation about 4.5 feet below the top of the dam, is the spillway facility. A wooden gate extending the full 7.5 foot depth of the structure is the low level outlet, however it is apparently stuck in a closed position. The inlet structure feeds an arched brick culvert which has an estimated chord length of 7 feet and an effective depth of approximately 3 feet, due to heavy siltation. A recent partial collapse of the brick culvert where it abuts the downstream low-level outlet headwall caused partial blockage of the culvert as well as an approximately six foot wide cavity and sloughing to the crest of the dam on the downstream slope. Based on the visual inspection at the site and past performance, the dam is judged to be in very poor condition. Evidence of instability was noted in the form of a collapse of the outlet conduit and a subsequent failure of the downstream slope of the dam. There are other areas requiring attention as well. Based upon the hydraulics computations, the spillway capacity is 180 cfs to the top of the dam, which is equivalent to 72% of the routed test flood outflow.

Based on investigations of the downstream flood plain made in connection with this report, it is recommended that the hazard potential classification be downgraded from high to low hazard. Hydraulic and hydrologic analyses indicate that the spillway is inadequate. Discharge from the spillway is not sufficient to pass the designated spillway design flood (100-year storm) without an overtopping of the dam. The spillway is capable of passing approximately 4 percent of the SDF. However, because of the low hazard classification, no further studies or increase of spillway capacity are recommended. The observed seepage at the left side of the dam at the toe of slope should be monitored on a periodic basis by a professional engineer experienced in the design and construction dams in order to detect any changes in volume or condition.
