Book excerpt: This study examines Public Expenditure Tracking Survey (PETS) and Quantitative Service Delivery Survey (QSDS) carried out in Africa with the objective of assessing their approaches, main findings, and contributions. Section 2 investigates the context, motivations, and objectives of PETS and QSDS that have been carried out in Sub-Saharan Africa. Section 3 examines the institutional arrangements for resource allocation and service delivery in social sectors. Section 4 presents some of the main findings of tracking surveys. Section 5 analyzes methodological approaches used in previous tracking surveys in order to identify factors that could explain the difference in past surveys' success, and identify potential methodological harmonization. Section 6 presents a series of good practice principles that arise from past experience, and discusses how they could be implemented. Section 7 proposes potential future surveys and endeavors.

This publication aims to more strategically support citizen engagement at the country level and for a specific issue or problem. The report proposes a novel framing of social accountability as the interplay of constitutive elements: citizen action and state action, supported by three enabling levers: civic mobilization, interface and information. For each of these constitutive elements, the report identifies 'drivers' of contextual effectiveness which take into account a broad range of contextual factors (e.g., social, political and intervention-based, including information and communication technologies). Opening the Black Box offers detailed guidance on how to assess each driver. It also applies the framework at two levels. At the country level, the report looks at 'archetypes' of challenging country contexts, such as regimes with no formal space or full support for citizen-state engagement and fragile and conflict-affected situations. The report also illustrates the use of the framework to analyze specific social accountability interventions through four case studies: Sierra Leone, Pakistan, Yemen, and the Kyrgyz Republic.

This Handbook offers a comprehensive, state-of-the-art overview of this rapidly expanding research field and also identifies viable avenues for future research. The initial chapters focus on theoretical approaches and debates, and the central question of how QoG can be measured. A second set of chapters examines the wealth of empirical research on how QoG relates to democratization, social trust and cohesion, ethnic diversity, happiness and human wellbeing, democratic accountability, economic growth and inequality, political legitimacy, environmental sustainability, gender equality, and the outbreak of civil conflicts. Book excerpt: In the poorest countries, such as Afghanistan, Haiti, and Mali, the United States has struggled to work with governments whose corruption and lack of capacity are increasingly seen to be the cause of instability and poverty. The development and security communities call for "good governance" to improve the rule of law, democratic accountability, and the delivery of public goods and services. The United States and other rich liberal democracies insist that this is the only legitimate model of governance. Yet poor governments cannot afford to govern according to these ideals and instead are compelled to rely more heavily on older, cheaper strategies of holding power, such as patronage and repression. The unwillingness to admit that poor governments do and must govern differently has cost the United States and others inestimable blood and coin. Informed by years of fieldwork and drawing on practitioner work and academic scholarship in politics, economics, law, and history, this book explains the origins of poor governments in the formation of the modern state system and describes the way they govern. It argues that, surprisingly, the effort to stigmatize and criminalize the governance of the poor is both fruitless and destabilizing. The United States must pursue a more effective foreign policy to engage poor governments and acknowledge how they govern.
