Book excerpt: Renewable Energy - Market and Policy Trends in IEA Countries reviews the experience of IEA countries after the oil crisis in the 1970s initiated a surge of investments in renewables research and development. While use of renewables has grown rapidly, they still account for only a small portion of the IEA energy mix. Hydropower, bioenergy and geothermal energy are mature technologies that contribute about 5 - 6% to primary energy supply. Solar, wind, and other new renewables have experienced rapid technology development, but as yet they represent only a small share.This work examines policies and measures that have been introduced in IEA countries to increase the cost effective deployment of renewables, reviews the objectives behind these policies, and evaluates the results. The aim is to identify best practices in order to assist governments in making future policy decisions.

Book excerpt: Peru is one of the fastest growing countries in Latin America, thanks in part to industry fueled by generous endowments of hydro power capacity and natural gas reserves. However, investment in electricity generation capacity has not kept pace with the rapid increase in demand and threatens to stymie future economic growth. A flawed regulatory environment is to blame, and specific roadblocks to increased generation investments include a dysfunctional capacity payment system, low administratively determined gas prices, and structural barriers to investment in hydro. This thesis provides an overview of the design, functioning and historical context for energy regulation in Peru; identifies the key barriers to generation investment; analyzes two potential regulatory reforms; and recommends the specific reform that has the most promise for reigniting investment in hydro. Two reforms strike at the root of the current problem: The first, increasing the price of natural gas for power generators up to the economic netback value of LNG exports, would make hydro a viable investment but would hit consumers with very large increases in their electricity bills. An alternative approach, a reform to the capacity payment mechanism, could provide the same benefits in terms of drawing new generator investment but at a much lower cost to consumers. It would also offer benefits for regulatory discretion in the future evolution of the grid.

Book excerpt: Given the chronic power shortages faced by numerous developing countries, and the need everywhere to keep pace with demand, understanding the drivers of public private partnerships (PPPs) in energy is critical. While many private electricity projects have been delayed and financing costs have increased, the impact of the global financial crisis was less severe than that of previous crises that originated in developing countries. This resilience stems from developing countries’ need to expand generation capacity, electricity sector reforms and better regulatory frameworks, and short-term solutions (such as rental power plants). The study reports the evidence from statistical analysis and a sample of case studies selected based. It proposes a novel analytical approach to model PPPs, using a two-stage procedure based on Heckman’s sample selection distinguishing between those factors that determine whether private investment in energy takes place, and those that influence the volume of investment. The results of the analysis provide the following conclusions: • Both general governance and regulatory instrument primarily affect investors’ decisions to enter the various power sector markets, not the subsequent level of investment – indicating that investors seem to be adequately protected against risks. • Support mechanisms, like feed-in tariffs, are crucial for attracting investors in renewable generation, but they do not succeed in displacing fossil fuel investment and they could play a bigger role in affecting the level of investment in renewables. • There is a significant trade-off between effectiveness and efficiency of alternative instruments for deploying renewables. Feed-in tariffs tended to be quite effective but to be set on the high side, reducing incentives to cut costs and posing significant strains on already stripped national budgets. Competitive auctions, on the other hand have tended to be efficient but initially low and not always the most effective instrument. • Countries can scale up renewables following different paths. For Brazil, the move from feed-in tariffs to auctions enabled it to both reduce costs and deploy additional capacity. Peru followed in Brazil’s path, opting for auctions instead of introducing feed-in tariffs. On the other hand, China’s move from competitive tenders to feed-in tariffs allowed for discovery effects to determine the right level of prices to attract private investment in renewables.

This report is divided into five chapters. Chapter I describes the context in which this study was prepared. Chapter II presents a history of the natural gas sector and the Government of Peru s policy objectives to increase the use of natural gas in the domestic economy. Chapter III presents potential new markets for natural gas within the present context of the natural gas industry and the Peruvian economy. Chapter IV describes findings, issues, and options for improving Peru s downstream natural gas sector, including a discussion of the consistency between the Government s objectives and its policies for the sector. Chapter V sets out the conclusions of the study.

Installed capacity in Peru in 2006 was 6658 MW, of which 48 percent was hydro-based. However, regarding new investment in generation, there is reason for concern. Demand growth over the past five years has been 5-10 percent, with no signs of slowing down. At the rate of 10 percent demand growth, 400 MW of new generation capacity is necessary each year, representing at least USD 250 million annually of new investment. The present study on small hydropower contains the following sections: (i) introduction; (ii) technical potential for development of small hydropower in Peru; (iii) economic and financial viability of small hydro development in Peru; (iv) institutional and regulatory environment; (v) identification of barriers to small hydropower development and mitigation measures; (vi) international experience with small hydropower development; (vii) the potential impact of the Renewable Energy Decree; and finally, (vii) conclusions and recommendations.

The 2015 United Nations Sustainable Development Goals (SDGs) explicitly recognized affordable and clean energy as a key factor in development, alongside education and poverty alleviation. The UN Sustainable Energy for All initiative (SEforALL) mobilizes international donors, countries, and the private sector to help people in developing countries gain access to modern energy services.To assist in support of SEgorALL goals, this joint study of the Inter-American Development Bank (IDB) and the United Nations Development Programme (UNDP) provides a comprehensive review of energy poverty policies and programs in Latin America and the Caribbean (LAC). This report measures the progress and impact of energy-access programs and also documents the experience of successful projects. This study reviews cutting-edge methodologies to assist in program design, shares of experiences of successful programs and develops a vision for reaching sustainable energy for all in the LAC region. With electricity coverage at more than 96 percent, LAC is close to becoming the world’s first developing region to achieve universal access to electricity. Despite recent progress, within LAC there are still substantial pockets of energy poverty. Approximately 21.8 million people are without electricity access. More than 80 million people rely on firewood and charcoal for cooking that is burned in fuel-inefficient, primitive stoves. These traditional cooking technologies emit a significant amount of indoor air pollution (IAP), which has been linked to respiratory illnesses and adverse environmental impacts. Thus, in addition to promoting electricity, energy access programs also might give priority to the promotion of cleaner methods cooking by making available better stoves and cleaner burning fuels at reasonable costs. The report also explores ways to measure energy poverty and monitor energy access in developing countries. The accuracy and effectiveness of tools such as the IEA’s household energy data efforts and the Global Tracking Framework depend on collecting information through standardized national surveys. Approaches to measure energy poverty and monitor energy access have increasingly focused on the provision of energy services such as lighting, space conditioning and cooking. The transition from low-quality energy services to more modern forms can be accomplished in different ways. As households in developing countries adopt electricity and clean methods of cooking, they benefit from higher quality, lower cost and convenient to use appliances. However, measuring the societal and developmental benefits of energy investments--though difficult--is important. Two basic approaches have evolved over the years to measure the benefits of energy access: (i) consumer surplus and (ii) regression-based techniques. The consumer surplus approach evaluates the economic benefits of energy services through measuring increased demand resulting from lower costs of such energy end uses such as lighting, radio and television. When possible, rigorous impact evaluation techniques based on multivariate models can be used to more directly measure the socioeconomic benefits associated with energy access and modern energy services including higher income and improved education. In recent years, new approaches for meeting the requirements of modern and sustainable energy services have emerged. Due to technical and market changes, new types of equipment have become available for providing energy services to rural areas. In LAC, three basic models have been developed to provide rural populations with electricity service: (i) main grid extension, (ii) community networks, and (iii) individual home-based systems (including clean cookstoves).
