Book excerpt: Due to the increase in environmental problems in Iran at the national and regional levels, it is crucial to establish sound and sustainable environmental policies. Further, it is also important to incorporate environmental considerations in the current policies being implemented in sectors such as the agriculture or energy sector. This paper applies the kaleidoscope model to understand the current policy process in Iran. Using this analysis and a literature review, we present a framework that can be applied to develop environmental policies. Studies show that the best instrument for environmental policymaking in Iran is to use the spatial planning with the double approach of activity and resource planning (based on power assessment and resource management, respectively). However, due to the environmental pressures on resources in Iran over the past decades, the current planning approach is not enough and needs to be completed in the form of resource planning.

Book excerpt: Air pollution in Tehran has become a major problem in recent years, due to the geographical position of the town, industries, and traffic. Most private and public vehicles are old and have no emission control systems. The Municipality of Tehran and the Department of Environment have started several actions to reduce pollution, with communication activities being part of their strategy. For better planning, and to make possible the monitoring and evaluation of the communication activities, a baseline study was completed in 2004 using direct interviews of 1,200 Tehran residents. The interviews covered aspects such as experiences, opions, knowledge, and willingness to act. Use of and trust in several information sources and media were also investigated, in order to select the best communication mix for future activities.

The authors conclude that Iraq is widely recognized as the leading threat to Iran's Islamic regime and Afghanistan is seen as an emerging threat. In contrast, Iran has solid, if not necessarily warm, relations with Syria and established working ties to Pakistan and Russia. Iran's policies toward its neighbors are increasingly prudent: It is trying to calm regional tension and end its isolation, although its policies toward Israel and the United States are often an exception to this policy. Iran's security forces, particularly the regular military, are often voices of restraint, preferring shows of force to overactive confrontations. Finally, Iran's security forces generally respect and follow the wishes of Iran's civilian leadership; conducting rogue operations is rare to nonexistent.
