Book excerpt: This open access book asks whether cash-transfer programs for very low-income households promote social and economic citizenship and, if so, under what conditions. To this end, it brings together elements that are too often considered separately: the transformation of social and economic citizenship rights in a market-centered context, and the increasing popularity of cash transfer as an instrument both of social policy and humanitarian action. We link these by juxtaposing theoretical treatment of citizenship and inclusion with concrete policy case studies set in contemporary Turkey. Cases are taken both from domestic social policy and international relief efforts aimed at Syrian refugees. Theoretical discussion and case studies lead to the conclusion that cash transfer programs can promote economic and social inclusion – if deployed at an appropriate scale; if sufficient financial, technical, and social resources are available; and if program design and implementation promotes market inclusion of beneficiaries both as consumers and workers.

Applying the new political economy and public choice economics, it shows how politicians manipulate the economy for their own ends, for example by using fiscal and monetary policy, and by timing elections to coincide with periods of relative prosperity. It goes on to show the impact of all this on the Turkish economy, arguing that political manipulation has taken the economy from its natural course, and brought about unoptimality and disequilibrium, for example in the form of growing government expenditure, ever increasing public debt, chronic economic and political crises, and inflation. It argues that politico-economic interaction in Turkey is different from in Western democracies, and that Turkish democracy is different from Western democracy. It goes on to propose how political manipulation of the economy might be moderated, for example through increased privatisation, central bank independence, and a more robust relationship with international financial institutions. Understanding fully economics and politics in Turkey, and the interaction between them, is of critical importance as Turkey's accession to the European Union is negotiated.

Eschewing economistic interpretations, The Political Economy of Financial Transformation in Turkey underscores both the quantitative significance of exponential growth in financial flows and investments, and the qualitative importance of the state’s institutional restructuring around financial imperatives. The book presents today’s reality as historically rooted. By understanding the choices made under the new Republic (from 1923 onwards), one can better locate the changes launched as a newly liberalizing society (since 1980). Likewise, the decisions made in response to Turkey’s 2001 financial crisis spurred a tectonic break in state–market–society financial relations. The waves of change have reached far and wide: from corporate strategies of accumulation and growth to small- and medium-sized enterprises’ strategies of financial survival; from how finance has penetrated the provisioning of housing to how households have become financialized. Put together, one grasps the complexity and historicity of the power of contemporary finance. One also sees that the changes made have not been class-neutral, but have entailed elevating the interests of major capital groups, particularly financial capital, above the interests of the poor and workers in Turkey. Nor are these changes constrained to its national borders, as what transpires domestically contributes to the making of a financialized world market. Through this ‘Made in Turkey’ approach the contributions in this volume thus challenge dominant understandings of financialization, which are derived from the advanced capitalisms, by sharing the specificity of emerging capitalisms such as Turkey.
