The series is committed to disseminating high quality empirical studies, policy analyses, and literature reviews on contemporary issues in fiscal policy and practice. Each themed volume is intended for a diversity of readers, including academic researchers, students, policy makers, and school practitioners. The first volume in the series, Fiscal Policy in Urban Education, addressed the continuing challenge of large, complex urban school systems to operate both equitably and efficiently. Guest edited by Faith Crampton and David Thompson, the second volume in our series, Saving America's School Infrastructure, examined the relationship between the physical environment of schools and student achievement. The third volume, High Stakes Accountability in Education: Implications for Resources and Capacity, compiled a diversity of research studies focused local, state and national efforts to respond to the reauthorization of the federal Elementary and Secondary Education Act, commonly referred to as No Child Left Behind (NCLB). In this fourth volume, attention is turned to both theoretical and pragmatic concerns in American higher education. During the final stages of the preparation of this manuscript, our schools, colleges, and universities have been confronted with what can be referred to as a “once in a century” set of challenges. As the global COVID 19 pandemic penetrated the United States in early 2020, colleges and universities have scrambled to address this ongoing public health crisis. Emergency task forces were established, campuses were shut down, faculty moved their instruction to virtual formats, and the entire higher education industry braced itself for the financial fallout. In addition to having to invest additional resources in classroom technology, ventilation, and personal protective equipment, colleges and universities continue to respond to revenue shortfalls, including reductions in both tuition and room and board revenue. This financial landscape requires judicious policy-making and research informed practice. With this in mind, contributing authors were asked to pay specific attention to contemporary challenges and opportunities during a pivotal period in America’s colleges and universities. The contributing authors were asked to think of policymakers and practitioners at local, state, and national levels as the intended audiences for their work. Our contributors responded with a collection of studies examining the impact of federal and state policymaking on higher education finance and on specified educational outcomes and practices. Throughout the volume, particular attention is paid to issues of equity and adequacy in American higher education, including the deployment of incentives and structures that support the access and achievement of traditionally underrepresented students.

Book excerpt: Administrator perspectives regarding current and potential increased participation in post-secondary educational opportunities by Michigan high school students were explored in this descriptive quantitative study. Targeted concerns included current institional levels of involvement, personal knowledge concerning program rules and regulations, efficacy of existing programs, barriers to program expansion, and potential solutions to those barriers as perceived by the participants. The study utilized an online researcher-created survey instrument and stakeholder and complexity/contingency theories to explore commonalities and differences bedtween three adminsitrator groups. These stakeholders included college dual enrollment officers, school district superintendents, and high school principals. Information gained from the exploration of this topic is intended to assist state policy makers, progaram developers in higher education, and college and high school administrators in their educational reform efforts related to expansion of post-secondary programs. Results show that participants perfer programs they operationally and fiscally control to programs they do not. The concept of post-secondary programs is vaualble to participants, both now and once economic conditions improve. Funding is the most critical concern for school administrators, who generally believe the schools' contribution is too great. College administrators view the funding formula as generally equitable. Three-quarters of schools participate in Advanced Placement programs and all colleges accept AP credits. Approximateny 80% of colleges participate in dual enrollment, but acceptance of dual enrollment credit varies, with public four-year institutions being most restrictive. Half to three-quarters of participants were able to correctly answer questions regarding student and institutional eligibilty and organizational responsibilities concerning dual enrollment. Questions were taken from published materials readily available to the participants. Significant differences in intergroup responses were noted in five of 17 barriers to program expansion. School officials see systemic issues as the primary concerns holding back expansion while college officials believe participant-centered problems are most significant. Significant differences were also noted in seven of 12 solution statements, with less intergroup ageeement. While there is strong support for increasing options for less-talented students, participants have little interest in eliminating academic or grade-level requirements, which would allow for increased student participation in career and technical programs.

Book excerpt: The New York State Charter Schools Act, passed in 1998, identifies a bundle of resources available to charter schools from a variety of local, state, and federal sources. The Act intends for these resources to provide adequate funding and support for the operation of charter schools. Specific resources include a per pupil payment for general operating support, additional state funding for special education, federal dollars driven by student population (e.g. No Child Left Behind Title I funding), as well as in-kind services from the school district in which the charter school resides. This bundle of local, state, and federal resources roughly mirrors the funding and support provided to traditional public schools. Yet since the passage of the Act, and since New York State?s first five charter schools opened their doors in the fall of 1999, charter school advocates and operators have argued that this funding is insufficient. Specifically, they have maintained that the resources that charter schools receive are less than the resources available to other public schools in the same school district-- at times asserting that this discrepancy is as large as 30%. They also claim that lack of parity is a disincentive to future charter school operators. While charter school operators argue the lack of parity in resources, school districts argue that charter schools already receive sufficient funding. This paper explores whether or not funding disparities exist and the magnitude of any such disparities. It begins with a listing of the public resources available to charter schools in New York State, then proceeds with several comparative analyses for charter and traditional public schools in New York City. This paper also finds that New York City charter schools have fewer public resources than traditional public schools. This funding disparity exists at all educational levels--elementary, middle, and high school--and for students in both general and special education. By identhese discrepancies, this paper provides legislators and policy makers with evidence and information to correct this disparity and place charter schools on equal financial footing with all other public schools in New York State. Maris Vinovskis critically reviews and integrates recent work in educational history and provides new research on neglected topics. He discusses such issues as: the gradual shift from the family to the public schools in the responsibility for educating the young; the rise and fall of infant schools between 1840 and 1860; the crisis in the teaching of morality in the public schools of the mid-nineteenth century; early efforts to provide schooling for impoverished children; and the evolution of the belief that education improves individual economic and social mobility. He also studies school attendance and discovers that a much higher percentage of children may have attended public high schools in the nineteenth century than has been assumed, investigates when the practice of placing children in grades according to their age became widespread, and assesses whether different age groups in previous eras varied in their support for schooling--as they seem to be doing now.
