This book examines the Fukuda Doctrine in the context of Japan-Southeast Asia relations, and discusses the possibility of a non-realist approach in the imagining and conduct of international relations in East Asia. The collapse of 54 years of Liberal Democratic Party rule and the advent of a new Democratic Party of Japan raises the question of whether the Fukuda Doctrine is still relevant as a framework to analyse Tokyo's policy and behaviour towards Southeast Asia. Looking at its origins and norms amidst three decades of change, the book argues that the Fukuda Doctrine is still relevant to Japan-Southeast Asian relations, and should be extended to relations between China and Japan if an East Asian Community is to be built. The book goes on to discuss the Fukuda Doctrine in relation to the power shift in Asia, including the revitalization of Japan's security role. By providing a detailed understanding of a non-western perspective of Japan's relationship with Southeast Asia, this book is a useful contribution for students and scholars of Asian Studies, Politics and International Relations.

The authors examine the role of regional states in developing a hedge against the possible emergence of an overly aggressive China. They find that rather than confronting a conventional attack, theUnited States and the Southeast Asian countries are likely to find a continuation of China's creeping irredentism and ambiguous threats. Southeast Asia is likely to prove a critical testing ground for a third way of dealing with China's rising power--what in other RAND work has been called a policy of congagement--that seeks to integrate China into theinternational system while both deterring and preparing for a possible Chinese challenge.The report recommends that the United States adopt an incremental approach to this hedging strategy, focusing on peacetime military engagement with Southeast Asian states, development of a more robust and diversified network of access arrangements, and strengthened military ties with the Philippines, Singapore, Thailand, Malaysia, Indonesia,and Vietnam.

Likewise, basic Japanese policies toward Southeast Asia, particularly in light of recent dramatic changes in Japanese internal politics, the effects of the Persian Gulf War, and the Cambodian experience, are discussed.

Book excerpt: Southeast Asia derives its strategic importance mainly from its location at the intersections of the development of military force, technologically advanced and industrialized countries in northeast Asia to the north, the oil-rich Middle East and Indian subcontinent to the east and Australia to the south. It is also an area with vast untapped valuable resources and intersection of the highest trade and commerce routes of the globe. The U.S has established a strong position in Southeast Asia since the end of World War II, that has given much peace. The substantial investment and infrastructure advancement culminated in an accelerated post-war recuperation of the ravaged area that also aided China (now the Financial Gigantic of the Globe) towards rapid economic growth. During most of the Cold War and in the Vietnam War Southeast Asia resounded. United States changed its emphasis from defense to economic matters in Southeast Asia after the end of the Cold War. Market entry' and' market expansion' became the main phrases of US foreign policy for this area, that centered on the Asia-Pacific Forum on Economic Cooperation. Upon assuming office, President Trump reiterated his promises and policy positions for greater emphasis and involvement in the Asia-Pacific region by rewriting it as an Indo-Pacific region to tackle North Korea's imminent threat and ensuring friends of unstinting American commitment for continuing involvement in the region. This is an academic discussion; thus opinions expressed in this work are the views of the researcher himself.

Book excerpt: The State Department's Bureau of Intelligence and Research (INR), the National Bureau of Asian Research, the Institute for Defence and Strategic Studies of Singapore, and the U.S. Army War College conducted a colloquium on Southeast Asian and American views of China in August 2005 in Singapore. The event brought together analysts and scholars from Indonesia, Malaysia, the Philippines, Singapore, Thailand, and the United States to examine the economic, diplomatic, and military dimensions of China's rise from two perspectives. An abbreviated follow-on colloquium conducted by INR was held in Washington, DC, on November 3, 2005. This brief summarizes Southeast Asian and American perspectives on China as articulated by participants at the two events. The key conclusions from the events are as follows: (1) While China has gained influence in Southeast Asia relative to the United States in recent years, U.S. influence has not been marginalized and remains robust; (2) Southeast Asian states are "hedging"--Engaging with China while at the same time working to ensure the continued presence of extra-regional powers, especially the United States, to balance China's growing influence; (3) China appears increasingly to see Southeast Asia as its "strategic backyard" and Chinese efforts to expand its influence in the region are likely to continue; and (4) China is bolstering its economic ties with Southeast Asia, pursuing an activist role in multilateral fora of the region, and working to weaken U.S. security relationships with countries of the region.
