In order to do so, it develops a new framework for thinking about intellectual history in Brazil and applies it to the development of knowledge on security in that country. Building on the Gramscian literature on ‘late modernization’ and ‘conservative revolution’ and drawing on the idea of ‘Emotional Theory of Action’ proposed by Brazilian sociologist Jessé Souza, this book sets out to establish an innovative framework with which to analyse the development of ‘thinking about security’ in Brazil in three specific historic contexts. This theoretical framework is then used to argue that one specific discourse of Brazilian identity has been the main source of knowledge production in that country since the 1930s. In doing this, the book offers thought-provoking arguments about the role of intellectuals in Brazil and reassesses the exclusionary ideas embedded in the politics of identity and security. This book not only introduces a novel framework to analyse intellectual production outside the core, it also sheds light on how security has been historically thought of outside the core and will be of interest to students and scholars of International Relations, Critical Security Studies and Latin American Studies.

The widespread use of the concept of soft power is sometimes grossly misused as a synonym for anything other than military force. While the concept is one of the most popular and influential in progressive foreign policy circles and is noted for being the ability of a country to convince others that its cause is the best, without having to resort to economic or military threats, the your ability to accurately describe the world we live in needs repair lenses. The power of example, the power of attraction through culture or, in other words, the ability of a country to attract others because of its culture and political values ​​in its foreign policy, that is, soft power, is something that emerges in partly because of government and partly in spite of governments. To have soft power, you need to be connected, and the interaction, management and dissemination of assets can be seen as exercises in soft power action. This book seeks to detail in examples how the concept of “soft power” encompasses and problematizes the multiplicity of themes on the contemporary international agenda, focusing on one of its least discussed elements: the universe of international cultural heritage and the relationship between actors and society, preservationist actions in the globalized world. The proliferation of exports and imports of social, economic and policy management models have called for a rethinking of South–South relations. To date, most studies have focused on the drivers and strategies of international initiatives made by emerging powers; none have analysed the impact of these initiatives on the receiving country’s institutions, and on the structures of international organisations. In this book, Carolina Milhorance examines the content, process and consequences of the internationalisation of Brazil’s rural public policy instruments. Brazil earned wide international recognition in the early 2000s for its agricultural modernisation and social policies; its increasing influence illustrated the specific political interests of coalitions that are embedded in domestic and international struggles. Drawing on extensive field research – including more than 280 interviews – conducted in Brazil, Mozambique, South Africa, Malawi, France and Italy, Milhorance analyses the effects of the internationalisation of Brazilian policy solutions on national and local political systems in recipient countries, highlighting specifically the case of Mozambique. Relying on a new theoretical approach to International Relations – one based on public policy analysis and international political sociology – she moves beyond a debate about conventional notions of international power. Just like the mirror metaphor - that reflects everything to all and, sometimes, intervenes in distortions - the patchwork analogy allowed the book to take responsibility for the disclosure of preservation actions on a global scale. The book has a pioneering role insofar since it is the only publication with such characteristics, concerns, and coverage. The work studies the interconnection between cultural properties and international relations by understanding them as a mosaic before the bridges that intertwine people and borders. The main goal of this work is to illustrate in what way intergovernmental relations have been privileging heritage and culture as acting fields for its broader needs. Therefore, the book addresses topics related to the international agenda, focusing on its less debated themes. Two examples of these undervalued matters are the link between actors, preservationist actions, and the universe of world cultural heritage.
