They comprise a highly heterogeneous population, but share a common history of invisibility and exclusion. In the last decades, persons with disabilities have improved their situation in terms of statistical visibility, poverty reduction, access to schools, and increased recognition and participation in public and private spaces. Yet, they are more likely to live in households that are poor, are overrepresented amongst the vulnerable, continue to face unequal opportunities in the labor market, have lower accumulation of human capital, and have limited voice and agency to have their aspirations of development included in decision making. The report offers a snapshot of the drivers behind the persistent exclusion of persons with disabilities and proposes a framework to build an actionable agenda building on promising practices available in the region. The COVID-19 pandemic has laid bare the urgent need to build more inclusive and resilient societies. The region has shown its resilience in recovering from many crises in the past. Today, we are at a crucial flection point where it is clear that universal policies and economic growth alone are insufficient to eradicate the remaining pockets of exclusion. A disability-inclusive recovery should be at the core of the region's rebuilding strategy. This matters in its own right but is also of utmost importance for the sustainability of the region.

Book excerpt: Vaccination has constituted the most effective response to save lives and reactivate economies and societies. By October 19th, 2022, almost 1,300 million Coronavirus disease 2019 (COVID-19) vaccine doses had been administered in Latin America and the Caribbean (LAC). However, lingering gaps in achieving target vaccination levels throughout the region are especially concerning as new SARS-CoV-2 variants continue to emerge. At the regional level, Chile and Cuba were ahead with almost 91 and 89 percent of the population having completed their initial vaccination protocol, respectively. At the other end of the spectrum, Jamaica and Haiti lagged the rest of the region, with only 26 percent and 2 percent of their populations vaccinated, respectively. The 2021 high-frequency phone surveys (HFPS) provide insight into these issues by taking the pulse of household health care needs and barriers to access a year and a half into the COVID-19 pandemic. Using the information from the first wave of the 2021 HFPS, this note aims to present an overview of the disruption of health care services, the need for preventive and non-preventive health care services, and the status of COVID-19 vaccinations.

Book excerpt: Urgent steps are needed to arrest the rising human toll and economic strain from the COVID-19 pandemic that are exacerbating already-diverging recoveries. Pandemic policy is also economic policy as there is no durable end to the economic crisis without an end to the health crisis. Building on existing initiatives, this paper proposes pragmatic actions at the national and multilateral level to expeditiously defeat the pandemic. The proposal targets: (1) vaccinating at least 40 percent of the population in all countries by the end of 2021 and at least 60 percent by the first half of 2022, (2) tracking and insuring against downside risks, and (3) ensuring widespread testing and tracing, maintaining adequate stocks of therapeutics, and enforcing public health measures in places where vaccine coverage is low. The benefits of such measures at about $9 trillion far outweigh the costs which are estimated to be around $50 billion—of which $35 billion should be paid by grants from donors and the residual by national governments potentially with the support of concessional financing from bilateral and multilateral agencies. The grant funding gap identified by the Access to COVID-19 Tools (ACT) Accelerator amounts to about $22 billion, which the G20 recognizes as important to address. This leaves an estimated $13 billion in additional grant contributions needed to finance our proposal. Importantly, the strategy requires global cooperation to secure upfront financing, upfront vaccine donations, and at-risk investment to insure against downside risks for the world.

Not only does the current emergency threaten families with the loss of their livelihoods and a drop in their incomes, children and adolescents also face significant barriers in securing access to health care --including vaccination schemes-- and to education. Thus, they are also at a higher risk of falling behind or dropping out of school, as well as at risk from food insecurity and threats of violence or physical punishment. It is therefore urgent to invest in children and to ensure their development in a context characterized by adversities old and new.

Book excerpt: Updates for many countries have made it possible to estimate hunger in the world with greater accuracy this year. In particular, newly accessible data enabled the revision of the entire series of undernourishment estimates for China back to 2000, resulting in a substantial downward shift of the series of the number of undernourished in the world. Nevertheless, the revision confirms the trend reported in past editions: the number of people affected by hunger globally has been slowly on the rise since 2014. The report also shows that the burden of malnutrition in all its forms continues to be a challenge. There has been some progress for child stunting, low birthweight and exclusive breastfeeding, but at a pace that is still too slow. Childhood overweight is not improving and adult obesity is on the rise in all regions. The report complements the usual assessment of food security and nutrition with projections of what the world may look like in 2030, if trends of the last decade continue. Projections show that the world is not on track to achieve Zero Hunger by 2030 and, despite some progress, most indicators are also not on track to meet global nutrition targets. The food security and nutritional status of the most vulnerable population groups is likely to deteriorate further due to the health and socio economic impacts of the COVID-19 pandemic. The report puts a spotlight on diet quality as a critical link between food security and nutrition. Meeting SDG 2 targets will only be possible if people have enough food to eat and if what they are eating is nutritious and affordable. The report also introduces new analysis of the cost and affordability of healthy diets around the world, by region and in different development contexts. It presents valuations of the health and climate-change costs associated with current food consumption patterns, as well as the potential cost savings if food consumption patterns were to shift towards healthy diets that include sustainability considerations. The report then concludes with a discussion of the policies and strategies to transform food systems to ensure affordable healthy diets, as part of the required efforts to end both hunger and all forms of malnutrition.
