Book excerpt: The limitations of traditional approaches to the regulation of heavy vehicles on the basis of length, height, width and axle mass are increasingly apparent; constraints on innovation in vehicle design, and risks to road safety, efficient traffic operations and infrastructure. The current incremental approach or "creep" is also a significant concern for the transport industry, as are the limitations to innovation and productivity of an overly prescriptive approach to regulation. The purpose of this work was to collate relevant information on heavy vehicle investigations, in the form of case studies, where a performance-based approach has been used, and to put this information in a format that would be useful to the PBS guidelines. The work was also intended to assist with the determination of standards based on current best practice, and to provide an illustration of fleet performance. Further, performance measures were also identified in the case studies examined that were used as input into a separately commissioned project, set-up under the "Performance Standards" phase of the PBS project, that has documented the field of performance measures. This separate project was undertaken jointly by RoadUser International Pty Ltd and ARRB Transport Research P/L.

Book excerpt: Developing country governments and the development aid community are acutely aware of the need to find more effective ways to improve basic living conditions for the poor, as traditional approaches of delivering public support have not always led to the results intended. Results-based financing (RBF) instruments, which tie the disbursement of public funding to the achievement of pre-agreed results, are now recognized as one important piece of the aid delivery puzzle. The aim of these instruments is to enhance the effectiveness of public funding. 'Output-Based Aid: Lessons Learned and Best Practices' provides a practical understanding of the experience with output-based aid (OBA), a results-based instrument that is being used to deliver basic infrastructure and social services to the poor, including through public-private partnerships. OBA has been used in the World Bank Group since 2002, including more recently through the Global Partnership on Output-Based Aid, which has a mandate to design and test OBA approaches. The authors of this book analyze nearly 200 OBA projects in water and sanitation, energy, health, roads, telecommunications, and education. The piloting phase of OBA has in general been a success and OBA has demonstrated clear advantages over traditional approaches in terms of efficiently targeting subsidies and mobilizing the private sector to serve poor households that would otherwise go without an improved service. OBA has also demonstrated that monitoring for results is possible if appropriate systems are put in place. During the 1990s, bad government decision-making resulted in the U.S. Interstate Highway System growing by only one seventh the rate of traffic growth. The poor maintenance of existing roads is another concern. In cities around the world, highly political and wasteful government decision-making has led to excessive traffic congestion that has created long commutes, reduced safety, and caused loss of leisure time.Street Smart examines the privatization of roads in theory and in practice. The authors see at least four possible roles for private companies, beyond the well-known one of working under contract to design, build, or maintain governmentally provided roads. These include testing and licensing vehicles and drivers; management of government-owned facilities; franchising; and outright private ownership. Two chapters describe the history of private roads in the United Kingdom and the United States.
