Book Implementing Performance based Services Acquisition PBSA

Download or read book Implementing Performance based Services Acquisition PBSA written by John A. Ausink and published by RAND Corporation. This book was released on 2002 with total page 80 pages. Available in PDF, EPUB and Kindle. Book excerpt: The U.S. Air Force is implementing performance-based practices in its service contracts to improve quality and reduce costs. Earlier Project AIR FORCE research examined implementation in installation support services. The project has now examined purchased services that support weapon system development and sustainment ('systems' services). Under performance-based services acquisition (PBSA), buyers should (1) describe what service is desired (not how to do it), (2) use measurable performance standards and quality assurance plans, (3) specify procedures for reductions in fee or price when services do not meet contract requirements, and (4) include performance incentives where appropriate. The authors conducted interviews at an Air Logistics Center and a Product Center to learn whether and how service contracts included these performance-based practices. Many at the two Centers felt that it is difficult for systems service contracts to satisfy all four of the PBSA criteria. To satisfy the requirement to use "measurable performance standards," for example, some personnel believe that the desired result of a service must be known in advance and objective data must be collected frequently to measure performance against that result. This cannot be easily done for many systems services such as engineering support and advisory and assistance services. Despite this difficulty, however, both Centers use a performance-based approach (applying the other three criteria) to purchase many services, and many personnel felt that they can determine and convey whether the contractor met their needs. The authors conclude that many of the approaches used by the Centers satisfy the intent of the criteria.

Book System Sustainment Acquisition And Engineering Processes For The Sustainment Of Critical And Legacy Systems

Download or read book System Sustainment Acquisition And Engineering Processes For The Sustainment Of Critical And Legacy Systems written by Peter Sandborn and published by World Scientific. This book was released on 2022-08-16 with total page 387 pages. Available in PDF, EPUB and Kindle. Book excerpt: 'Sustainment' (as commonly defined by industry and government), is comprised of maintenance, support, and upgrade practices that sustain or improve the performance of a system and maximize the availability of goods and services while minimizing their cost and footprint or, more simply, the capacity of a system to endure. Sustainment is a multi-trillion-dollar enterprise for critical systems, in both government (infrastructure and defense) and industry (transportation, industrial controls, data centers, and energy generation). This book is a mix of engineering, operations research, and policy sciences intended to provide students with a thorough understanding of the concept of sustainability and sustainable product life-cycles, and an appreciation of the importance of sustaining critical systems. It starts from the key attributes for system sustainment that includes data analytics, engineering analysis and the public policy needed to support the development of technologies, processes, and frameworks required for the management of sustainable processes and practices. The specific topics covered include: acquisition of critical systems, reliability, maintenance, availability, readiness, inventory management, supply-chain management and risks, contracting for sustainment, and various analysis methodologies (discounted cash flow analysis, discrete-event simulation and Monte Carlo methods). Practice problems are included at the end of each chapter.

Book How to Write a Statement of Work

Download or read book How to Write a Statement of Work written by Peter S. Cole CPCM and published by Berrett-Koehler Publishers. This book was released on 2012-04 with total page 258 pages. Available in PDF, EPUB and Kindle. Book excerpt: The standard on government statements of work just got better! How to Write a Statement of Work has been a standard reference for government employees and contractors for many years. Now, with this sixth edition, it is even more relevant and useful. Based on the excellent foundation laid by the late Peter Cole, Michael Martin has updated and added material to guarantee this handbook's place in the list of “must haves” for working with government contracts. As in the earlier editions, the emphasis is on providing practical, detailed guidance on writing and preparing a description of government requirements, whether a statement of work (SOW), a performance work statement (PWS), or a statement of objectives (SOO). Among the many additions to this sixth edition are updates to reflect the current definition of an SOO as well as references and guidance regarding the development and application of the SOO. There is a new chapter on why change management is so important on projects, legal precedents supporting change management, and how to identify when a change occurs using the SOW. This new chapter also includes information on the federal government's Standard Form 30 (SF30) to provide perspective on how change orders are used and applied in the federal government. If you are working in government contracting in any capacity, you should have this book on hand!

Now many project managers feel like they're managing their own small business--completely in charge of their destiny. This has led to the ruin of many projects and even the demise of a few proud companies. Best Practices for Environmental Project Teams provides project managers and their teams, Government managers, and regulatory agencies with action-oriented guidelines for executing 9 essential business competencies. - Understand your Government Client Business Model - Implement a Flexible Environmental Quality Management System - Develop and Utilize User-Friendly Project Websites - Develop Superior Proposals - Develop Superior Project Work Plans - Implement More Rigorous Scope Management Tools - Effectively Control Field Work - Utilize Cause Analysis to Generate Solutions - Design User-Friendly Work Processes for Project Teams
