Book excerpt: Presently, surface treatment design and material selection is based on traditional specifications and experience, which are not performance-based and sometimes result in inadequate performance of the surface treatment. In 2000 the first phase of a Texas Department of Transportation (TxDOT) research project developed a surface performance-graded (SPG) specification for the selection of surface treatment binders (Research Report 1710-1). The SPG specification is performance-based and utilizes binder properties directly related to surface treatment performance and associated distress. The specification takes into account environmental conditions, aging effects of the binder, visco-elastic behavior, and reliability. The objective of this second phase of the project was to investigate and establish the validity and applicability of the proposed SPG specification, make modifications where necessary, and, finally, recommend the SPG specification for practical implementation. The research methodology involved highway section identification, laboratory testing including SPG grading, performance monitoring, and comparison of the SPG binder grades to actual field performance. Factors included in the experimental design were binder type and suppliers, environment, aggregates, and traffic. Analyses of the results showed that there is generally a good correlation between the proposed SPG specification and actual field performance. Overall, the results are indicative that the SPG specification is functional and if properly applied, the specification promises to be a relatively cost-effective method for selecting binders to ensure adequate surface treatment performance. However, further validation is recommended, possibly with controlled test sections to fully investigate the effects of design, construction, and quality control processes and address some of the deficiencies of the specification.

It should be noted that throughout this report file term rejuvenator will be used to describe both rejuvenator and rejuvenator/sealer materials, because the primary purpose in this study was to use these materials to rejuvenate the asphalt pavement. Because of the proprietary nature of these materials, specifications that use performance-based requirements rather than material requirement specifications are highly preferred. One important requirement in the development of this type of specification is a field performance comparison of the various materials with known application and material property parameters. The objective of this study was to investigate the comparative field performance of various rejuvenators and seal coat materials. The field performance of these materials was evaluated over a period of more than 1 year. The materials evaluated in this study were proprietary products. The study was not intended to determine the best or optimum rejuvenator or seal coat material but was intended to provide information for the development or updating of guide specifications for file use of these types of materials. The scope of this study was to evaluate several types of coal-tar- and petroleum-based rejuvenators and seal coat materials. The materials were placed at two airfields and their effect on the binder properties of the treated pavement was compared to untreated areas. The field performance of the rejuvenator and seal coat materials was evaluated through their effects on skid resistance, texture, and changes on visual appearance. This report covers the placement and performance of the materials included in this study.

Through the preventive maintenance program, about 16,000 lane miles a year are routinely resurfaced with a seal coat by contracts and about 3,000 lane miles per year of seal coats are placed with state forces. Additionally, seal coats are used in intermediate layers during construction to seal the pavement structure. This is a significant investment of over $300 million annually. For more than 40 years, there has been little change in the design and construction practices, including equipment used to place the asphalt or aggregate. With little to no changes in design and construction methods, Texas continues to see the same problems, such as rock loss, flushing, and bleeding reoccurring. New technologies are being developed that could potentially reduce these types of problems. There have been recent new developments for asphalt distributors due to the performance-based warranty specification being used by the New Zealand Transport Agency. The asphalt distributor improvements include the ability to use up to eight different transversely varying application rates at normal operating speed. This is extremely useful to apply the optimal shot rate when surface conditions change. In addition to this, high definition video systems and scanners can map and document existing texture conditions to define the required spray bar pattern.
