Book excerpt: One of the challenges of developing complex systems is the question of how to measure system performance. Good engineering practice is to define a single compound measure of system performance, called the figure of merit (FOM), and to select design options by their effects upon the figure of merit. The Joint Services of the Department of Defense (DoD) are in the process of transitioning legacy computing applications for intelligence, surveillance, and reconnaissance (ISR) tasks to standards-based information enterprises. This process is occurring with very little theoretical or practical understanding of the appropriate FOMs needed to assess the performance of these large information systems. The danger of developing systems without clearly stated and understood FOMs is that important but difficult to measure system characteristics are overlooked in favor of less important but easier to measure system characteristics. As a result, operational users, system developers, and program managers who rely on accurate performance information are left with considerable uncertainty regarding how to best use, improve, and deploy these systems. This report presents an end-to-end assessment framework for C4ISR enterprises that identifies potential FOMs and thereby eliminates a significant fraction of this uncertainty. The framework delineates how measurements from laboratory tests, operational experiments, and field deployments can be analyzed to produce accurate, quantitative descriptions of system performance. These FOMs not only inform the development and acquisition processes but also allow military users to ensure that they are optimizing the information enterprise to achieve improved operational capability. In fact, active participation by the military user community in defining appropriate FOMs is essential to providing users with systems that meet their operational needs. An analysis of a simple ISR enterprise is conducted to show how FOMs might be calculated and used to assess the relative merit of different communications architectures for the construction of a common operational picture (COP) among a collection of distributed sensors.

Book excerpt: Lingel et al. present alternative methods to (1) approach U.S. Air Force intelligence, surveillance, and reconnaissance (ISR) tasking and assessment processes and (2) outline a methodology for assessing the benefits and costs of different ISR employment strategies. The U.S. Air Force greatly increased the number of operational surveillance and reconnaissance sensors and its ability to process data from these sensors in support of operations across a wide range of conflicts. However, along with the increased number of sensors comes an increase in the complexity of the tasking of these assets needed to prosecute either planned for or emergent battlefield targets. As part of the authors' research, they developed new assessment techniques and operational strategies to improve the command and control process for assigning ISR assets in dynamic environments. The authors also suggest tools to assist commanders of ISR assets in their decisions regarding allocating and retasking ISR assets. The report focuses on traditional target sets against adversaries whose behavior is well understood.

Book excerpt: The changes in intelligence, surveillance, and reconnaissance (ISR) and processing, exploitation, and dissemination (PED) capabilities over the past two decades have led to ever-increasing demand from warfighters. Commanders, planners, and operators across the U.S. Air Force (USAF) ISR enterprise face difficult decisions about how to best meet ISR needs at the strategic, operational, and tactical levels. Yet USAF currently lacks a consistent, quantitative, empirically grounded method of assessing the value that the service's airborne ISR provides-which is essential to good resourcing decisions. This report presents an approach to ISR assessments that seeks to articulate the costs and benefits of USAF airborne ISR in specific operational contexts. Though aspects of this may be applicable across different USAF ISR organizations, this work focused primarily on the Distributed Common Ground System and the operational theaters it does or could support. The assessment methodology is designed to be flexible enough to support ISR resourcing decisions at different echelons, yet consistent enough to foster feedback, standardize data collections, and make use of empirical analysis methodologies.

These systems, be they ground-, sea-, air- or space based, do so by providing enhanced situational awareness to the military decision makers at the tactical, operational and strategic levels. Whereas traditional surveillance systems operate within one environment and at one level, current military requirements and technological advances have evolved to multi-domain, multi-level sensor systems. For example, Space-Based System (SBS) technology has been advancing rapidly in terms of capability, affordability, size and reliability. As in the commercial sector, defence and military institutions are looking to improve their space capabilities by increasing the number of smaller, more affordable and more capable satellites that are being put into service. Given the complexity this introduces, one of the current challenges in this area is to objectively evaluate the effectiveness of a given collection of surveillance systems (i.e., ISR architecture) to the military decision maker. This effectiveness can only be assessed by taking into account a multitude of factors - from geospatial and temporal to information and fusion, all of which combine to describe the military utility of a given architecture. This report presents an end-to-end method for assessing the utility of different ISR architectures from engineering-level simulation and modelling to the evaluation of military Figures of Merit/Measures of Effectiveness. As a proof of concept, a maritime domain awareness scenario is used in this report to evaluate the improved effectiveness of surveillance capability by the addition of an SBS to a current available ISR architecture.

Book excerpt: To assist in moving intelligence, surveillance, and reconnaissance (ISR) planning and execution forward from a fixed target and deliberate planning focus to one centered on emerging targets, the authors propose enhancing the collection management process with a strategies-to-tasks and utility framework. By linking collection targets to operational tasks, objectives, and the top-level commander's guidance with relative utilities, planning for the daily intelligence collections and real-time retasking for ad hoc ISR targets could be enhanced. When current tools are modified to provide this information, planners will be able to link collection targets to top-level objectives for better decision making and optimization of low-density, high-demand collection assets. Similarly, on the Air Operations Center (AOC) floor, intelligence officers will be better able to deal with time-sensitive, emerging targets by rapidly comparing the value of collecting an ad hoc collection with the value of collecting opportunities already planned. To handle the ISR demands posed by the rapidly changing battlefield of the future, this new, more-capable framework may be needed for making the best use of intelligence capabilities against emerging collection opportunities. Future research will focus on quantifying the advantages of this approach in comparison with the current process.

ISR capabilities are critical to 3 of the 12 Service Core Functions of the U.S. Air Force: namely, Global Integrated ISR (GIISR) and the ISR components of Cyberspace Superiority and Space Superiority, and contribute to all others. In response to a request from the Air Force for ISR and the Deputy Assistant Secretary of the Air Force for Science, Technology, and Engineering, the National Research Council formed the Committee on Examination of the Air Force Intelligence, Surveillance, and Reconnaissance (ISR) Capability Planning and Analysis (CP&A) Process. In this report, the committee reviews the current approach to the Air Force corporate planning and programming process for ISR capability generation; examines carious analytical methods, processes, and models for large-scale, complex domains like ISR; and identifies the best practices for the Air Force. In Capability Planning and Analysis to Optimize Air Force Intelligence, Surveillance, and Reconnaissance Investments, the current approach is analyzed and the best practices for the Air Force corporate planning and programming processed for ISR are recommended. This report also recommends improvements and changes to existing analytical tools, methods, roles and responsibilities, and organization and management that would be required to ensure the Air Force corporate planning and programming process for ISR is successful in addressing all Joint, National, and Coalition partner's needs.

The various visualizations provide both a high-level overview of CENTCOM ISR and a more nuanced understanding of the differences between regions, operations, platforms, sensors, and other variables considered. To make this tool accessible to as wide an audience as possible, the visualization tool described in this chapter uses data that are inspired by the CENTCOM Office of ISR Assessments database for the data visualization. Although this tool is intended to assist CENTCOM Directorate of Intelligence (J2) in improving the quality, effectiveness, and efficiency of its ISR assessments, the visualization could be adapted to a number of different uses.

Book excerpt: The Advisory Group on Defense Intelligence (the Task Force) of the Defense Science Board (DSB) was tasked by the Under Secretary of Defense for Intelligence (USD(l)) to examine the manner and extent to which Operations Research (OR) is employed by the Department of Defense; how OR can be used to support Intelligence, Surveillance, and Reconnaissance (ISR) decision making; and the manner in which OR can be institutionalized in the Department of Defense (DoD). The Task Force reviewed the application of OR' - which it views as decision support analysis based on information collected and analyzed using the scientific method - throughout the DoD and the Services. The review was done on a selective basis, focusing principally on the resources available to conduct OR as opposed to specific programs. The Task Force looked at decision makers' commitment to the use of OR, the extent to which resources reflected the application of standard processes and practices, and the manner in which the results of resources appeared to be employed by the organizations of which they are a part. The Task Force also looked at several private- sector OR application models (notably FedEx), and at recent and historical use of OR in support of national security requirements.

By varying the campaign plan and the ISR option packages in RSAM, tradeoff studies can determine the best types and required numbers of sensors and platforms. The project is conducted within the Force Modernization and Employment Program of Project AIR FORCE. It is sponsored by the Directorate of Operational Requirements.
