Book excerpt: This quantitative study investigated self-perception of elementary school principals' leadership practices and the impact of these practices on developing and fostering a professional learning community within their schools. Fifty-nine elementary school principals, from school districts located in south central Pennsylvania, participated in this study. Five schools were selected to obtain additional responses from professional staff members working within the schools. Independent variables of principal's gender, highest level of education, and years of administrative experience were requested. Additional information regarding the size/population of the school staff and the size/population of the student body were collected to add to the analysis. The exemplary leadership practices were assessed by using The Leadership Practices Inventory (LPI) by Kouzes & Posner (2003) and consisted of five leadership practices: Challenging the Process, Inspiring a Shared Vision, Enabling Others to Act, Modeling the Way, and Encouraging the Heart. Principals and professional staff members, from the five selected schools, provided perceptions of their schools as learning communities by completing the School Professional Staff as Learning Community (SPSLC) questionnaire, developed by Shirley Hord (1996). The learning community dimensions assessed by the SLSPC are: Principal's Facilitative Leadership, Shared Visions for Improvement, Collective Creativity and Learning, Classroom Observations and Feedback, and School Conditions and Capacities. Descriptive statistics, One-way Analysis of Variance, and Correlation coefficients were tests used to respond to the research questions. The results of my study indicated that the principals perceived they were engaging in transformational leadership practices and that their schools were developing as professional learning communities. The data analysis also showed that a relationship does exist between the transformational leadership practices, of the principals, and the schools developing as professional learning communities.

In The Money Myth, W. Norton Grubb proposes a powerful paradigm shift in the way we think about why some schools thrive and others fail. The greatest inequalities in America's schools lie in factors other than fiscal support. Fundamental differences in resources other than money—for example, in leadership, instruction, and tracking policies—explain the deepening divide in the success of our nation's schoolchildren. The Money Myth establishes several principles for a bold new approach to education reform. Drawing on a national longitudinal dataset collected over twelve years, Grubb makes a crucial distinction between "simple" resources and those "compound," "complex," and "abstract" resources that cannot be readily bought. Money can buy simple resources—such as higher teacher salaries and smaller class sizes—but these resources are actually some of the weakest predictors of educational outcomes. On the other hand, complex resources pertaining to school practices are astonishingly strong predictors of success. Grubb finds that tracking policies have the most profound and consistent impact on student outcomes over time. Schools often relegate low-performing students—particularly minorities—to vocational, remedial, and special education tracks. So even in well-funded schools, resources may never reach the students who need them most. Grubb also finds that innovation in the classroom has a critical impact on student success. Here, too, America's schools are stratified. Teachers in underperforming schools tend to devote significant amounts of time to administration and discipline, while instructors in highly ranked schools dedicate the bulk of their time to "engaged learning," using varied pedagogical approaches. Effective schools distribute leadership among many instructors and administrators, and they foster a sense of both trust and accountability. These schools have a clear mission and coherent agenda for reaching goals. Underperforming schools, by contrast, implement a variety of fragmented reforms and practices without developing a unified plan. This phenomenon is perhaps most powerfully visible in the negative repercussions of No Child Left Behind. In a frantic attempt to meet federal standards and raise test scores quickly, more and more schools are turning to scripted "off the shelf" curricula. These practices discourage student engagement, suppress teacher creativity, and hold little promise of improving learning beyond the most basic skills. Grubb shows that infusions of money alone won't eradicate inequality in America's schools. We need to address the vast differences in the way school communities operate. By looking beyond school finance, The Money Myth gets to the core reasons why education in America is so unequal and provides clear recommendations for addressing this chronic national problem.

Book excerpt: This study employed multiple regression modeling to examine the success of 63 California elementary schools in terms of (a) school-community social capital, (b) student academic performance, (c) student behavioral incident rate, and (d) teacher turnover rate with respect to the extent of school-community partnership programs. Also of interest to this study was whether the impact of school-community partnership programs on school success varied with respect to selected control variables, which included (1) teacher experience, and (2) school social economic status. Findings suggested the number of 5-year partnerships in a school were positively associated with (a) increased school-community social capital and (b) increased student academic performance, although this association decreased when control variables were entered into the regression. However even when all control variables were entered into the regressions, "effective" partnerships of parent/community involvement was found to be significantly associated with (a) increased school-community social capital, (b) increased student academic performance, and (c) decreased teacher turnover rates. These results indicate that that school-community partnerships build school-community social capital, strengthen family, school, and community ties, and promote norms that improve the school environment, which supports increased student achievement and decreased teacher turnover. The study's findings have potential benefits for educational reform efforts, demonstrate how social capital may be developed in elementary school settings, and offer further validation of both social capital theory and the Community School Model.

Book excerpt: The researcher explored the partnership practices of thirteen MBK communities across the Northeast United States in relation to system leaders, partner organization leaders, mentors, and schools. Partnerships are agreements that exist between partners for a variety of reasons that include but are not limited to the expansion of knowledge, innovation, expertise, and resources collectively. Visions and goals of partners were explored to determine alignment to serving the needs of the respective communities served. The research strived to further the ability of institutions to meet their goals in improving life outcomes for boys and young men of color by surfacing effective practices that can strengthen their ability to impact the communities they serve. Leaders who are partnering must be "responsive to evolving societal needs, practice patterns, scientific developments, and economic conditions"(Haden, et al., 2006). This reflective study examines the quality of partnerships through the frameworks of Bolman and Deal's (2017) organizational frames, Kotter's (2012) eight-step plan for transitions, and Bolman and Deal's (2006) depiction of wizards and warriors in leadership styles. Bolman and Deal (2017) present four organizational frames for viewing and understanding complex organizations including structural, human resources, political and symbolic frames. Kotter's (2012) eight step plan presents leaders with an understanding of how to guide organizations through changes and into new places of growth. Additional characteristics and practices leaders may need for identifying and resolving problems creatively and with courage are identified in Bolman and Deal's (2006) framework. The researcher utilized one-to-one interviews conducted with MBK leaders and mentors. During this phenomenological qualitative study, the researcher identified practices and strategies used by system leaders to select, assess, and support effective partnerships.The research revealed significant practices used by leaders including establishing effective communication, strategically seeking people that were in alignment with similar missions that could share or provide resources to benefit the boys and young men of color, collecting student data and analyzing that data to find trends that can be used to guide future planning, and the practice of publicly acknowledging student successes with their communities.

Book excerpt: Schools receive support in the form of partnerships with organizations such as businesses, churches, and non-profits for many reasons, and such partnerships are beneficial to students and the school community. The purpose of this participatory qualitative study was to determine behaviors of elementary school principals that result in the sustainability of school-community partnerships beyond the initial year of implementation. Elementary school principals in an urban public school district in North Texas were interviewed along with leaders from their corresponding community partners to determine the role of the principal in school-community partnership work. Through an in-depth analysis of interview transcripts, the following four themes emerged: school culture, principal availability, consistent communication, and flexibility. The results of this study indicate that principals who set a welcoming school culture, are visible and available to the community, communicate consistently using a variety of methods, and are flexible in response to changing needs of organizations and other stakeholders can positively impact the long-term sustainability of school-community partnerships.
