Book excerpt: This paper discusses the issue of perceptions and their influence on economic processes focusing on corruption perception. The higher the perceived corruption in an organization is, the more probable it is that a person dealing with that organization would offer a bribe, thus supporting corruption. Since corruption perceptions are rarely based on actual experience, they might describe reality inadequately. In this case the sources of corruption perceptions might facilitate or diminish the actual corruption level. This paper provides an empirical analysis of the association between corruption perception and the willingness to give bribes as well as the influence of different sources of corruption on corruption perception in Ukraine.

The failure to develop functioning mechanisms of accountability has undermined democratic consolidation worldwide. Reliable tools that hold officials accountable are essential for democratic governance; one of the key threats to accountability comes from corrupt practices, especially when they are integrated—or normalized—in the day-to-day activities of institutions. This book focuses on the experiences of contemporary Ukraine to evaluate the successes and failures of institutions, politicians, political parties, bureaucracies, and civil society. Yet, the topic is directly relevant to countries that have experienced democratic backsliding, and especially those countries that are at risk. Normalizing Corruption addresses several interconnected questions: Under what circumstances do incumbents lose elections? How well do party organizations encourage cohesive behavior? Corrupt practices, their causes, and effects vary from country to country. Similarly, the approaches to anti-corruption reforms, their design, and implementation practice differ in different country contexts. While the causes of corruption and their effect on the quality of governance are widely explored, the mechanisms that might influence and determine the functionality and effectiveness of anti-corruption reforms remain an underexplored subject in social sciences. As a consequence, this paper will test different branches of new institutionalist theory against the empirical evidence of the comparative qualitative case study of anti-corruption policies in Ukraine and Estonia. Given the institutional similarities at the beginning of both countries’ independent political trajectories, Ukraine and Estonia expose differences in how their anti-corruption policies are designed and how effective they are given their institutional context. By comparing the cases of anti-corruption reforms in Ukraine and Estonia, this thesis seeks to provide answers to the following research question: What factors explain the difference in the effectiveness and functionality of anti-corruption policies in Estonia and Ukraine? On 13 January 2021, a corruption scandal rattled Estonia. The Estonian prime minister, his center party, and the party’s secretary-general were named as suspects in a criminal investigation. The investigation revolved around property development in Estonia’s capital Tallinn. A development project in the city’s port district had received a state loan for enterprises hit by the Covid-19 pandemic. The investigation centered on whether people associated with the government used their political influence to help the developers to receive a large donation in party funds in return. The prime minister eventually resigned over the investigation.

Corrupt practices and anti-corruption policies become two sides of the same coin and are exercised to maintain an uneven political playing field. This study combines empirical analysis and social constructivism for an investigation into the presidencies of Leonid Kuchma (1994–2005), Viktor Yushchenko (2005–2010), and Viktor Yanukovych (2010–2014). Explorative expert interviews, press surveys, content analysis of presidential speeches, as well as critical assessment of anti-corruption legislation are used for comparison and process tracing of the utilization of corruption under three Ukrainian presidents.

The post-communist countries in Eastern Europe have presented one of the first key targets of transnational anti-corruption efforts, and indeed most of these countries have shown an impressive record of respective measures. Yet path-breaking institutional and policy developments have not set in before the mid-2000s both at the international level and in most Eastern European countries. Are these the beginnings of a mutually synergetic success story? In order to answer this question, we need to better understand the complex interplay between the international and domestic domains in this policy field and geographic region. This book provides in-depth and comparative insights about this interplay, with a particular focus on the involvement of domestic social movements, governmental political machines and international legal mechanisms. We find that, on all three levels of analysis, political and material interests of relevant actors are complemented and at times contradicted by normative claims. Moreover, at the interfaces of the three levels, coincidental and spontaneous developments have largely outweighed systematic implementation and coordination of appropriate anti-corruption strategies.
