Inclusive growth and a green economy are the government's guiding principles for its development agenda under the 12th Five-Year Plan and beyond to 2020. To support these principles, the PRC needs to restructure its economic and fiscal systems to reflect environmental externality, expand the use of market-based instruments to control pollution, and introduce and implement legal reforms to clarify responsibility and promote cooperation.

Book excerpt: This 2015 Article IV Consultation highlights that China is transitioning to a new normal, with slower-yet-safer, more sustainable growth. Growth in 2014 fell to 7.4 percent and, in 2015, is forecast to slow further to 6.8 percent on the back of slower investment, especially in real estate. The labor market has remained resilient despite slower growth, as the economy pivots toward the more labor-intensive service sector. Considerable progress has been made in external rebalancing. The current account surplus fell to 2.1 percent in 2014 from the peak of about 10 percent in 2007, and the renminbi has appreciated by about 10 percent since 2014 in real effective terms. Further progress has also been made on domestic rebalancing.

This book chiefly focuses on the main technologies of ITS, examining them from four perspectives: “sense” (perception and management of traffic information, chapters 2 & 3), “transmission” (interaction of traffic information, chapter 4), “prediction” (prediction of traffic states, chapter 6) and “application” (intelligent transportation applications, chapters 6 through 10). Book excerpt: As carbon dioxide is the most important source of greenhouse gases today, its emission quantity has become a primary focus of governments, scholars, and the general public. From the perspective of the structure of Chinese industry, this book aims to answer two questions. First, what is the driving force of China’s CO2 emissions and how does this relate to the structure of industry? Second, what is the potential for abatement and the cost of CO2 across sectors and regions, and the impact for industry? The author calculates the CO2 inventory data at province and sectoral level based on the approach of the Intergovernmental Panel on Climate Change (IPCC) and then quantifies the CO2 abatement potential and marginal abatement cost using this production framework. Econometric models are used to examine the likely impact on industry of abatement potential and cost. The book hence provides a rich source of information for general readers to better understand the characteristics, patterns and drivers of China’s CO2 emissions. It also provides solid evidence for policy-makers to help mitigate CO2 emissions through industrial restructuring strategy.
