The new public management reforms which started in South Asia from Sri Lanka taking the initiative in 1977–78 have been a decisive break from the previously practised State driven protectionist system. Investment in the region has been rising and even per capita income has shown some increase, yet the state has not been able to lead these reforms appropriately and efficiently. Thus poverty has not been reduced, ordinary people continue to languish under government programmes and the socially excluded remain outside the mainstream decision making bodies. Governance in South Asia faces the single most important challenge of poverty reduction which continues to blunt and disfigure capacity, self esteem and service delivery system to the poor. This book attempts to bring out microlevel studies from many regions in South Asia to address issues of entrepreneurship, knowledge and professionalism. As an initiator of the idea on developing a critique to the straightjacketed ‘best practice’ research, this book questions the standard practice in evaluating administrative reforms as not being the true base for knowledge. Administrators need to balance capacity and control in every implementation programme. Confining to the knowledge of ‘best practices’ may conceal enormous amount of information from the ‘less than best’ practices which may be necessary to sustain good initiatives of public managers. This book highlights areas of active networking, partnerships and collaborations amongst state and non-state bodies, NGOs and specialist Science and Technical Organizations. The true nature of governance is explained and demonstrated through the processes which otherwise pass off undetected in macro-understanding of governance.

In reporting on these challenges, journalism as a political, institutional, and cultural practice has a significant role to play. It is influential in building public knowledge and contributes to knowledge production and dialogue, however, the question of who gets to speak and who doesn’t, is a significant determinant of journalists’ capacity to establish authority and assign cultural meaning to realities. By measuring the visibility from presences and absences, the book explores the extent to which the influences are similar or different in the two countries, contrasting how journalists’ communication power conditions public thought on climate change. The investigation of climate communication across the North-South divide is especially urgent given the global commitment to reduce greenhouse gas emissions and it is critical we gain a fuller understanding of the dynamics of climate communication in low-emitting, low-income countries as much as in the high emitters, high-income countries. This book contributes to this understanding and highlights the value of a dual analysis in being ably draw out parallels, as well as divergences, which will directly assist in developing cross-national strategies to help address the mounting challenge of climate change. But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

Despite significant investments, floods, droughts, and cyclones during the last two decades continue to cause extensive economic damage and impair livelihoods. Climate change will pose additional risks to ongoing efforts to reduce poverty. This book examines the implications of climate change on food security in Bangladesh and identifies adaptation measures in the agriculture sector using a comprehensive integrated framework. First, the most recent science available is used to characterize current climate and hydrology and its potential changes. Second, country-specific survey and biophysical data is used to derive more realistic and accurate agricultural impact functions and simulations. A range of climate risks (i.e. warmer temperatures, higher carbon dioxide concentrations, changing characteristics of floods, droughts and potential sea level rise) is considered to gain a more complete picture of potential agriculture impacts. Third, while estimating changes in production is important, economic responses may to some degree buffer against the physical losses predicted, and an assessment is made of these. Food security is dependent not only on production, but also future food requirements, income levels and commodity prices. Finally, adaptation possibilities are identified for the sector. This book is the first to combine these multiple disciplines and analytical procedures to comprehensively address these impacts. The framework will serve as a useful guide to design policy intervention strategies and investments in adaptation measures.

This issue came to my attention in early 1976 when news media in Bangladesh and overseas, began publications of articles on the unilateral withdrawal of a huge quantity of water from the Ganges River through the commissioning of the Farakka Barrage in India. I first pursued the subject professionally in 1984 while working as a contributor for Bangladesh Today, Holiday and New Nation. During the next two decades, I followed the protracted hydro-political negotiations between the riparian countries in the Ganges basin, and I traveled extensively to observe the environmental and ecological changes in Bangladesh as well as India that occurred due to the water diversion. The Ganges, one of the longest rivers of the world originates at the Gangotri glacier in the Himalayas and flows across the plains of North India. Eventually the river splits into two main branches and empties into the Bay of Bengal. The conflict of diversion and sharing of the Ganges water arose in the middle of the last century when the government of India decided to implement a barrage at Farakka to resolve a navigation problem at the Kolkata Port.
