Book excerpt: Excerpt from The Evolution of People's Banks The success of various European systems of cooperative credit has aroused wide interest not only in this country, but also in every civilized nation. Almost every important government in the world has tried at some time to secure for its citizens the benefits of these unique institutions. Finally in 1913 the President of the United States appointed a commission to go to Europe with a larger group assembled by the Southern Commercial Congress, to study, among other aspects of rural life, those cooperative institutions which served farmers. The testimony presented to this commission offered an unusual abundance of source material. But the speed with which that commission was compelled to travel over Europe seemed to leave still some room for investigations of a humbler and more detailed kind, while the fact that this commission devoted its attention primarily to rural credits made it seem desirable to gather some additional material with respect to urban institutions. Thus it happened that the writer of the following pages also spent some months abroad in 1913 trying to gather material for a description of these institutions. Before the results of this investigation were ready for presentation to the public, there was published in this country a remarkable book on Rural Credits by Myron T. Herrick, and R. Ingalls. Substantially half of that work was devoted to a description of Cooperative Credit. This description included urban as well as rural institutions. But in the pamphlet laws as published in the Globe, 38th Cong, 2d Sess., Appendix, p. 143, only the name of Chase is omitted. The first section of the act named fifty prominent gentlemen as incorporators and trustees,1 with power to fill vacancies by election, at least ten votes being necessary to the election of a trustee. A successor might be elected to any trustee who neg lected for six months to attend the meetings of the board. These meetings were to be held at least once a month. The trustees were to elect from their number a president and two vice presi dents; and nine trustees, one of whom must be the president or a vice president, constituted a quorum. At least seven affirma tive votes were acquired to authorize any investment, sale, or transfer of securities. The object of the corporation, as stated in the law, was to receive deposits from negroes and invest at least two-thirds of them in securities of the United States, one third being held on deposit or otherwise as an available fund for current expenses. Not more than seven per cent. Interest was to be allowed on deposits. The interest on deposits uncalled for within two years after the death of a depositor would be applied' to the education of negroes, and the principal was to be so applied if not claimed within seven vears. No one connected with the bank as trustee or official was to be allowed, directly or indirectly, to borrow the funds of the bank. None of the trustees, except the president and the vice presidents, was to receive any com pensation whatever. The officials were to receive such salaries and give such bonds as might be fixed by the trustees. The books of the bank were at all times to be open to the inspection of the agents of Congress. The bank note, the promise of a bank to pay money on demand, is quite obviously a credit instrument which is a substitute for money; and in the absence of legal restrictions upon issue the volume of such notes in circulation would clearly depend upon the willingness of people to accept them in payment for goods and services. Partly because of legislation limiting the power to issue notes, and even more because the check has been found more convenient for most purposes, the bank note has become a subordinate and rather special means of extending credit. Banks, of course, do not extend credit directly by issuing checks, since the check is an order on a bank to pay money, not a bank's promise to pay money. Such orders are based upon obligations to pay money recorded on the books of the bank, known as deposits. This term deposits is a misnomer. It suggests to most people that the bank has at some time or other received from depositors the amount of their deposits in money. Banks are often spoken of as lending their deposits. This is a most inaccurate and misleading use of lan guage, since deposits are obligations already in curred, an existing liability, which, moreover, is largely due to loans granted. For several years letters have been received-by the publisher-of the Banker's Magazine inquiring whether a work like this existed. Other letters of inquiry have been received concerning the Banker's common-place Book, which, after the issue of several edi tions, went out of print. For a long period I have been trying to find an opportunity to embody the more important matters contained in that work, with additional information in a new form, but the desire to complete other undertakings resulted in the postponement of this until after my connection with the School of Finance and Economy in the University of Pennsylvania, when the need of the book for the purpose of instruction was so great that the prepara tion of it was begun. The work, therefore, has been prepared to serve a double purpose; first, for those in banks, and elsewhere, who wish to learn how the business of banking is conducted; and, secondly, for use as a text book for the students whom it is my pleasure to instruct. I have not aimed to produce an original work, but the best for the purposes mentioned. Accordingly, I have profited by the labor of others to a considerable extent, and it is fitting that I should acknowledge my indebtedness to them. In 1858 James S. Gibbons, Cashier of the Ocean Bank of New York, wrote a work on T fie Banks of New York, which ran through ten editions, and merited the favorable reception accorded to it. Changes, however, have occurred in banking methods since he wrote, while the style of Mr. Gibbons' work, though very lively and appropriate for the gen eral reader, is not suitable for a class-room book. Nevertheless, I have drawn very largely from that source in the preparation of Part I. And with much pleasure I acknowledge my indebtedness to this pioneer in describing the methods of conducting the business of banking. Aid has been derived from other sources. This has been acknowledged in various places, but additional mention may be properly made of several writers and sources of information. The more important sections of the Banker's common-place Book have been thoroughly revised and incorporated with other matter in Chapters VI. And VII and the essay entitled Suggestions to Young Cashiers on the Duties of their Profession, is given in the Appendix. Another portion of Chapter VII from pages 51 to 58, was written by George Walker, formerly Bank Commissioner of Massachusetts, and a banker of many years' experience, who has justly acquired the high reputation he enjoys as a financial writer on both sides of the Atlantic. Chapter XIV., on The Book keeper, has been prepared by S. R. Hopkins, who has happily joined an exceptionally valuable experience as an accountant in all its forms, private, corporate and municipal, with excellent facility for description. He has also prepared the last part of the work re lating to Trust Companies. The Chapter on Private Banking is from the pen of Eugene R. Leland, Of New York, formerly a banker in Wisconsin.
