Download or read book Pension Reform in Southeastern Europe written by Robert Holzmann and published by World Bank Publications. This book was released on 2009-01-01 with total page 414 pages. Available in PDF, EPUB and Kindle. Book excerpt: Around the world, pension reform remains at the center of public debate. Its social, fiscal, and macroeconomic implications confront policy makers, practitioners, and academia with challenging questions. Pension systems in aging societies--in need of reform and further stressed by the pressures of globalization--require parallel reforms of the labor market and effective lifelong learning, not only to promote working longer, but to ensure that people can actually do so. At the same time, the working population should be motivated to contribute to pension schemes and prepare for old age. Diversify.

Book Pension Reforms in Central Eastern and Southeastern Europe

Download or read book Pension Reforms in Central Eastern and Southeastern Europe written by Igor Guardiancich and published by Routledge. This book was released on 2013 with total page 322 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book traces and analyzes the legislation and implementation of pension reforms in four Central, Eastern and Southeastern European countries: Croatia, Hungary, Poland and Slovenia. By comparing the political economy of their policymaking processes, it seeks to pinpoint regularities between institutional settings, actor constellations, decision-making strategies and reform. Guardiancich employs a historical institutionalist framework to analyze the policies, actors and institutions that characterized the period between the collapse of socialism and the global financial crisis of 2008-2011. He argues that viable pension reforms should not be seen simply as an event, but rather as a continuing process that must be fiscally, socially and politically sustainable. In particular, the primary goal of a pension scheme is to reduce poverty, provide adequate retirement income and insure against the risks of old age within given fiscal constraints, and this will happen only if the scheme enjoys continuing political support at all levels. To this end the author individuates those institutional characteristics of countries that increase the consistency of reforms and lower the likelihood of policy reversals in time. Pension Reforms in Central, Eastern and Southeastern Europe will be of interest to students and scholars of political science, political economy, social policy and economics.

Book The Politics of Pension Reform in Central and Eastern Europe

Download or read book The Politics of Pension Reform in Central and Eastern Europe written by Oana Armeanu and published by Red Globe Press. This book was released on 2010-12-07 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: At a time when pension reform is intensely debated all over the world, postcommunist countries have accomplished some of the most radical reforms, yet with notable differences among them. Why did some Central and Eastern European countries achieve major reforms while others have struggled to overcome domestic opposition? The Politics of Pension Reform in Central and Eastern Europe reveals unexpected patterns of political party competition that shed light on this essential question of pension politics. Using a comparative analysis of Hungary, Poland, Romania, and Slovakia this study shows that nationalist parties are the strongest opponents to reform, while the social democrats play a pivotal role between the pro-reform liberals and the anti-reform nationalists. The This book argues that the most resilient to reform are the occupational privileges inherited from the communist regime.

Book The Political Economy of Pension Reform in Central Eastern Europe

Download or read book The Political Economy of Pension Reform in Central Eastern Europe written by Katharina Müller and published by Edward Elgar Publishing. This book was released on 1999 with total page 248 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume contains the findings of the research project "Institutional Change in Social Security: Pension Reforms in Poland, Hungary and the Czech Republic," which was completed in early 1999. Muller, a research fellow with the Frankfurt Institute for Transformation Studies at the European University Viadrina, examines the partial privatization path that Poland and Hungary chose, and compares their Latin American-styled methods to those of the Czech Republic (which fall well within the boundaries of the Bismarckian-Beveridgean pension traditions). In particular, she looks at which structural-institutional and actor-related factors account for radial pension reform. Annotation copyrighted by Book News, Inc., Portland, OR

Book Social Security Pension Reform in Europe

Download or read book Social Security Pension Reform in Europe written by Martin Feldstein and published by University of Chicago Press. This book was released on 2009-02-15 with total page 515 pages. Available in PDF, EPUB and Kindle. Book excerpt: Social Security in the United States and in Europe is at a critical juncture. Through the essays assembled in Social Security Pension Reform in Europe, Martin Feldstein and Horst Siebert, along with a number of distinguished contributors, discuss the challenges facing Social Security reform in the aging societies of Europe. A remarkable range of European nations—Germany, France, Finland, the Netherlands, Poland, Romania, Italy, Sweden, the United Kingdom, and Hungary—have implemented or are about to implement mixed Social Security systems that combine a traditional defined benefit of the pay-as-you-go system with an individual retirement account defined contribution of a capital-funded system. The essays here highlight the problems that the European pension reform process faces and how it differs from that of the United States. This timely volume will significantly enrich the debate on pension reform worldwide.

Book Still a Distinctive Case Understanding Pension Reform Mechanisms in Southern Europe

Download or read book Still a Distinctive Case Understanding Pension Reform Mechanisms in Southern Europe written by Leandro Carrera and published by . This book was released on 2010 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: While Southern European countries have pursued a series of pension reforms since the early 1990s, these trajectories display important differences, ranging from path-breaking ones as in Italy in the early 1990s to more moderate ones as in Spain. Traditional welfare state approaches have convincingly pointed out the “distinctiveness” of the Southern European model of welfare and pensions; however they have been less successful in explaining the specific reform mechanisms and the variation in reform outcomes in this region. By combining concepts from the political economy and pension politics literature, I show that pension reform in this region follows a pattern that is less “distinctive” than what previous studies have acknowledged. Specifically, I focus on the concept of political replacement effect (i.e. the probability of a government being electorally punished for pursuing reform) and the changes in labour movement's organizational structure to comparatively explain reforms in Spain and Italy since the 1990s. The comparative analysis of eight cases of reform (four in each country) shows that significant reforms are implemented in cases of low political replacement effect and/or when this is coupled with a labor movement that has undergone changes that have affected its organizational structure. On the contrary, in cases of high political replacement effect reform is harder to achieve, unless the labor movement has undergone significant organizational changes and it is therefore more willing to engage in negotiations with the government. The analysis shows that pension reform in Southern Europe follows a pattern that can be accounted by established concepts in the literature, yet combined in a specific way, and that is therefore less distinctive than what previous welfare state analyses have suggested.
