Artists and scholars, tradesmen and entrepreneurs, they established a new community&—one of the first &"Little Italies&" in America&—that would provide not just a home but a sense of belonging for later arrivals. Richard Juliani tells the story of early Italians in the City of Brotherly Love: why they chose that city, what their lives were like, where they lived, and how they interacted. Examining Italian settlement from pre-Revolutionary times up to the eve of mass migration in the 1870s, he shows how these early pioneers created the basic structure of the community that would continue into the twentieth century. Juliani has devoted thirty years of research&—combing through newspapers, public archives, religious records, business documents, and files of private organizations&—to recapturing the creation of a community. He describes such factors as regional origins, methods of migration, and population growth; patterns of age, sex, income, and occupation; family structure and living arrangements; and the formation of communal institutions. But more than providing data, Juliani explores the private lives of many individuals in the Italian community&—notably business leaders who spearheaded fraternal societies and political clubs&—and tells how early immigrants made a significant contribution to the city's life. He also compares the Philadelphia community with other Italian colonies, particularly in New York, and shows how, after years of being looked upon in a favorable light, a more negative view toward Italians began to emerge. The early Philadelphia Italian community has never before been studied despite the existence of a large body of records from this period. Building Little Italy provides a rare opportunity to witness the origins of an ethnic community. By presenting a meticulously detailed profile of the Italian immigrant experience through its early stages of development, it captures a piece of local history that has been too long ignored.

Book excerpt: In this book, Christina Zuber outlines a theory of ideational policy stabilization to explain stable policy choices despite changing incentives. Historical legacies are frequently invoked in popular and academic accounts of the politics of migration, but the mechanisms of transmission are left underspecified. This work contributes to research on migration and to theories of public policy by arguing that the missing link between past events and present choices is ideational: initially a historical constellation of interests leads actors to defend policy ideas that match the historical environment, but over time, ideas can detach themselves from interests and stabilize into societal dispositions (shared values and identities). This occurs if elites build a discursive consensus around a policy idea, and if bureaucrats develop concomitant policy practices. The book's empirical section analyses ideational stabilization in Catalonia (Spain), which takes an inclusive approach to immigration, and in South Tyrol (Italy), where immigration is framed as a threat. The comparison shows that these differences can be explained by the political economy of historical industrialization and internal migration. Catalans were in the driving seat of industrialization, receiving unskilled migrant workers from the rest of Spain to boost their own economy. South Tyroleans, on the other hand, were in the passenger seat, perceiving incoming Italians as colonizers. Over time, socioeconomic conditions changed, and internal migration was replaced with international migration. Yet with historical ideas having stabilized into dispositions, political and administrative elites continued to understand immigration through the now-obsolete perspective of economic opportunity in Catalonia and ethnic competition in South Tyrol. For decades, Mexican immigration was primarily a border phenomenon, confined to Southwestern states. But legal changes in the mid-1980s paved the way for Mexican migrants to settle in parts of America that had no previous exposure to people of Mexican heritage. In New Destinations, editors Víctor Zúñiga and Rubén Hernández-León bring together an inter-disciplinary team of scholars to examine demographic, social, cultural, and political changes in areas where the incorporation of Mexican migrants has deeply changed the preexisting ethnic landscape. New Destinations looks at several of the communities where Mexican migrants are beginning to settle, and documents how the latest arrivals are reshaping—and being reshaped by—these new areas of settlement. Contributors Jorge Durand, Douglas Massey, and Chiara Capoferro use census data to diagram the historical evolution of Mexican immigration to the United States, noting the demographic, economic, and legal factors that led recent immigrants to move to areas where few of their predecessors had settled. Looking at two towns in Southern Louisiana, contributors Katharine Donato, Melissa Stainback, and Carl Bankston III reach a surprising conclusion: that documented immigrant workers did a poorer job of integrating into the local culture than their undocumented peers. They attribute this counterintuitive finding to documentation policies, which helped intensify employer control over migrants and undercut the formation of a stable migrant community among documented workers. Brian Rich and Marta Miranda detail an ambivalent mixture of paternalism and xenophobia by local residents toward migrants in Lexington, Kentucky. The new arrivals were welcomed for their strong work ethic so long as they stayed in "invisible" spheres such as fieldwork, but were resented once they began to take part in more public activities like schools or town meetings. New Destinations also provides some hopeful examples of progress in community relations. Several chapters, including Mark Grey and Anne Woodrick's examination of a small Iowa town, point to the importance of dialogue and mediation in establishing amicable relations between ethnic groups in newly multi-cultural settings. New Destinations is the first scholarly assessment of Mexican migrants' experience in the Midwest, Northeast, and deep South—the latest settlement points for America's largest immigrant group. Enriched by perspectives from demographers, anthropologists, sociologists, folklorists, and political scientists, this volume is an essential starting point for scholarship on the new Mexican migration.
