Abstract: Abstract of thesis entitled Pedestrian Crashes in Commercial and Business Areas: A Case Study of Hong Kong Submitted by Tsui Mio Kuan for the degree of Master of Philosophy at the University of Hong Kong in August 2006 Road safety becomes more and more important in the international transport's agenda. The World Health Organization in 2004 dedicated the World Health Day to Road Safety. Among different road users, pedestrians are recognized as the most vulnerable group in terms of road traffic crash fatalities. Hong Kong is no exception. As pedestrian travel increasingly plays a crucial role in the development of sustainable transport, pedestrian safety will be a key issue in road safety in the years to come. In this regard, the present study aims at providing an in-depth and multi-faceted analysis on pedestrian crashes with special reference to the commercial and business context, where usually have high co-existence of pedestrians and vehicular traffic. Basically, this research study explores the distributional characteristics of pedestrian crashes and explains their occurrence mainly by the environmental and human factors. Pedestrian crashes are not random events. They were found to be clustered over time and over space. With the use of binary logistic regression, the significant contributory factors associated with the occurrence of pedestrian crashes and fatal-and-serious injuries in pedestrian crashes were identified. By conducting a questionnaire survey and an observational study, unsafe risky crossing behaviour, which was shaped by the surrounding environment of a district and the socio-demographics and perception of pedestrians, can also be a robust explanation to pedestrian crash injuries. Based on the findings, recommendations were made on the future strategic directions and effective countermeasures in favour of pedestrian safety improvement. The implications of the study are of high relevance to policy-makers, engineers, urban planners and road safety educators and applicable not only to the situation of Hong Kong, but also other commercial and business contexts with similar nature. This study is expected to raise the public awareness on pedestrian safety and to enrich the existing body of knowledge by inputting the ingredients of geographical concepts. Six administrations in Australia, California, Great Britain (GB), Japan, New Zealand and Sweden are selected to help review the road safety activities in Hong Kong. Nine main components of the road safety strategy, including vision, objectives, targets, action plan, evaluation and monitoring, research and development, quantitative modeling, institutional framework and funding are summarized from the road safety strategies of these overseas administrations and compared to that of Hong Kong. It is found that Hong Kong's road safety activities have to be restructured to make significant improvement. In the future, a new approach structured by the nine different road safety components is recommended. The lessons learnt can be generalized to smooth the progress of other administrations at the Intermediate Stage towards the Advanced Stage of road safety development by using the short-, medium- and long-term approaches.

The Special Issue includes contributions on recent experimental and modelling works, techniques, and developments mainly tailored to the assessment of urban ventilation on flow and pollutant dispersion in cities. The study of ventilation is of critical importance, as it addresses the capacity with which a built urban structure is capable of replacing the polluted air with ambient fresh air. Here, ventilation is recognized as a transport process that improves local microclimate and air quality and closely relates to the term “breathability”. The efficiency with which street canyon ventilation occurs depends on the complex interaction between the atmospheric boundary layer flow and the local urban morphology. The individual contributions to this Issue are summarized and categorized into four broad topics: (1) outdoor ventilation efficiency and application/development of ventilation indices, (2) relationship between indoor and outdoor ventilation, (3) effects of urban morphology and obstacles to ventilation, and (4) ventilation modelling in realistic urban districts. The results and approaches presented and proposed will be of great interest to experimentalists and modelers, and may constitute a starting point for the improvement of numerical simulations of flow and pollutant dispersion in the urban environment, for the development of simulation tools, and for the implementation of mitigation strategies.
