In the field of peace and conflict studies and peacebuilding practices, a significant amount of literature has dealt with the theory and practice of dialogue in face-to-face settings. This project is unique as it takes the peacebuilding practice of dialogue and explores it within an online context. The research is framed and analyzed through the dialogue theories of Martin Buber and Paulo Freire. This project is distinct in its exploration of the connection between dialogue encounters and positive peace, the practical linkages of which are often difficult to articulate or identify. As such, this book offers unique contributions to the knowledge and understanding of dialogue-based peacebuilding in online settings and provides an understanding of how dialogue practices enable outcomes within the construct of positive peace. This book is aimed at academics as a presentation of research into a relatively unexplored field of inquiry. However, it is also relevant and applicable for peacebuilding practitioners who want to navigate taking their practices into online settings and provide a framework for linking practices to intended positive peace outcomes. Although there has been significant academic attention on the relationship between the media, conflict and war, academic efforts to understand this relationship have tended to focus primarily on the links between communication and conflict, rather than on communication and peace. In order to make sense of peace it is essential to look at communication in its many facets, mediated or not. This is true within many of the diverse strands that make up the field of communication and peace, but it is also true in the sense that a holistic and interdisciplinary approach is missing from the literature. This book addresses this widely acknowledged lacuna by providing an interdisciplinary perspective on the field, bringing together relevant, but so far largely isolated, streams of research. Since current peacebuilding interventions are abandoning domineering, top-down and linear methodologies, and experimenting with context-sensitive, self-reflexive and locally driven strategies, the book makes two suggestions. The first is that international policymakers are embracing some of the critiques of liberal peace. For more than a decade, scholarly critiques have pointed out the need to focus on everyday dynamics and local initiatives and resistances to liberal peace in order to enable hybrid and long-term practice-based strategies of peacebuilding. Now, the distance between the policy discourse and critical frameworks has narrowed. The second suggestion is that in stepping away from liberal peace, a transvaluation of peacebuilding values is occurring. Critiques are beginning to accept and valorise that international interventions will continuously fail to produce sensitive results. The earlier frustrations with unexpected setbacks, errors or contingencies are ebbing away. Instead, critiques normalise the failure to promote stability and peace. This book will be of much interest to students of peacebuilding, international intervention, conflict resolution, international organisations and security studies in general.

Book excerpt: The United Nations Peacebuilding Commission (UNPBC) was established in December 2005 to develop outlines of best practice in post-conflict reconstruction, and to secure the political and material resources necessary to assist states in transition from conflict to peacetime. Currently, the organization is involved in reconstruction and peacebuilding activities in six countries. Yet, a 2010 review by permanent representatives to the United Nations found that the hopes of the UN peacebuilding architecture "despite committed and dedicated efforts...ha[d] yet to be realized." Two of these hopes relate to gender and power, specifically that peacebuilding efforts integrate a "gender perspective" and that the Commission consult with civil society, NGOs, and women's organizations. This book is the first to offer an extensive and dedicated analysis of the activities of the UN Peacebuilding Commission with regard to both gender politics, broadly conceived, and the gendered dynamics of civil society participation in peacebuilding activities. Laura J. Shepherd draws upon original fieldwork that she conducted at the UN to argue that the gendered and spatial politics of peacebuilding not only feminizes civil society organizations, but also perpetuates hierarchies that privilege the international over the domestic realms. The book argues that the dominant representations of women, gender, and civil society in UN peacebuilding discourse produce spatial hierarchies that paradoxically undermine the contemporary emphasis on "bottom-up" governance of peacebuilding activities.
