Outside parties learn how to facilitate cooperation by engaging local leaders in intensive, interactive workshops. These opposing leaders reside in small, ethnically divided countries, including Burundi, Cyprus, Estonia, Guyana, Sri Lanka, and Tajikistan, that have experienced communal conflicts in recent years. In Estonia and Guyana, peacebuilding initiatives sought to ward off violence. In Burundi and Sri Lanka, initiatives focused on ending ongoing hostilities, and in Cyprus and Tajikistan, these efforts brought peace to the country after its violence had ended. The contributors follow a systematic assessment framework, including a common set of questions for interviewing participants to prepare comparable results from a set of diverse cases. Their findings weigh the successes and failures of this particular approach to conflict resolution and draw conclusions about the conditions under which such interactive approaches work, as well as assess the audience and the methodologies used. This work features research conducted in conjunction with the Working Group on Preventing and Rebuilding Failed States, convened by the Wilson Center's Project on Leadership and Building State Capacity.

He shows this through an indepth examination of peace curricula, pedagogy and policy in one United Nations higher education institution, where he indicates how dominant philosophical and pedagogical models that signify acceptable peace education ultimately undermine the very goals of educational peacebuilding. Acts of organized violence are not necessarily of human nature, but they are endogenous events arising within the an intrinsic part evolution of complex systems of social interaction. To be sure, all wars have features in common - people are killed and property is destroyed - but in their origin wars are likely to be at least as different as the social structures from which they arise. Consequently, it is unlikely that there can be a simple theory of the causes of war or the maintenance of peace. The fact that wars are historical events need not discourage us. On the contrary, we should focus our understanding of the dimensions of each conflict, or classes of conflict, on the conjuncture of causes at hand. It follows that the study of conflict must be an interdisciplinary one. It is or a penchant for eclecticism that leads to that conclusion, but the not humility multi-dimensionality of war itself.

Japan had deployed its troops as UN peacekeepers since 1992, albeit under a constitutional limit on weapons use. Japan’s peacekeepers began to focus on engineering work as its strength, while also trying to relax the constraints on weapons use, although to a minimal extent. In 2017, however, Japan suddenly withdrew its engineering corps from South Sudan, and has contributed no troops since then. Why? The book argues that Japan could not match the increasing “robustness” of recent peacekeeping operations and has begun to seek a new direction, such as capacity-building support.

An arms race without precedent in intensity and duration, which developed in the postwar period, has left on our planet enor mous stockpiles of weaponry, which, should they be used in war, could cause irreparable damage to world civilization and even threaten the human race with extinction. Hence the most vital and urgent task in the world today is to end the arms race-as well as the mutual mistrust, tension, and hostility that it gener ates in relations between states. The Soviet Union and other countries of the socialist com munity have for many years concentrated their foreign policy efforts on clearing the dark and putrid atmosphere of the Cold War which poisoned relations between states with different social systems. Guided by the great Lenin's teachings, we have worked consistently for simple, reasonable, and realistic princi ples of peaceful coexistence, mutual respect for sovereign rights, and mutually beneficial cooperation to prevail in these relations. We have sought to counter the policy of alienation and hos tility among nations, resulting in the world balancing on the brink of war, by encouraging a transition to normal, courteous relations, to peaceful cooperation based on equality-in short, to what is now termed detente. Such is, in effect, the primary aim of the foreign policy guidelines established by the last two congresses of the Com munist Party of the Soviet Union-the 24th and 25th-known as the Soviet Peace Program.
