Starting from this question, this book critically reviews Euroscepticism, reconceptualizes it in terms of political opposition and discovers, disentangles and explains patterns of EU-opposition within the European Parliament (EP). Distinguishing between “what the EU does” and “what the EU is”, the research elaborates an index of parties’ positioning “measuring” it through the speeches that parties’ deliver in the EP. The EP is the “perfect laboratory” where decisions concerning EU-policies are taken and the future EU-trajectories are shaped. Besides delineating a set of guidelines categorizing parties, the book concludes that their positioning varies along two main axes: the pro-anti-EU-system and the pro-anti-EU-establishment. From a normative perspective, the research argues for the growing importance of the “cumulation hypothesis”: if criticism remains unheard within the European elitist construct, such criticism will transform itself into rejection.

The book analyzes representative claims in parliamentary debates on the Constitutional Treaty, the Lisbon Treaty and the Eurozone crisis, and relies on qualitative interviews with members of the European affairs and budget committees. It finds a Eurosceptic Europeanization in that national MPs from the Eurosceptic left particularly represent other EU citizens.

Book excerpt: The Right-Wing Critique of Europe analyses the opposition to the European Union from a variety of right-wing organisations in Western, Central and Eastern Europe. In recent years, opposition to the processes of globalisation and the programme of closer European integration, understood as a threat to the sovereignty of individual member states, has led to an intensification of Eurosceptic sentiments on the Old Continent. The results of the European parliamentary elections in 2014 and 2019, the Brexit referendum and electoral results in different European countries are all testament to the considerable growth of radical populist-nationalist and conservative-sovereignist movements and parties. The common idea that binds these groups, both in Western Europe and in Central and Eastern Europe, is a hostile attitude towards the idea of (an ever-more integrated) united Europe. These parties reject not only the project of building a European federation, but also the current model of the European Union and the values underlying its attitudes. They are united by their criticism of EU policies, in particular those concerning security, emigration, multiculturalism, gender equality and the rights of minorities, as well as economic liberalism and the common currency. However, this criticism manifests itself with varying degrees of intensity, and not all parties fit the classic definition of Euroscepticism but instead represent its mild form, Eurorealism. The authors bring together reflections on the organic and complex critique of the European Union, its policies and cultural and ideological character. The book provides a comparative analysis of this criticism at the transnational level. This book will be of interest to researchers of European politics, the radical right and Euroscepticism. Europe as Ideological Resource argues that European integration functioned as an ideological resource for far right parties looking for legitimation because it enabled them to refashion their political message in a more acceptable form, while maintaining the allegiance of their existing supporters. Drawing on the qualitative analysis of over 400 documents produced by the Movimento Sociale Italiano/Alleanza Nazionale in Italy (1978-2009) and the Rassemblement National in France (1978-2019), Lorimer identifies the core concepts and discourses the parties used to talk about Europe, and the legitimation mechanisms associated with them. The book's narrative is developed through the analysis of four key concepts: the concept of identity, which enabled the parties to transnationalise their message and create a positive association between themselves and Europe; the concept of liberty, which made it possible for them to foster an image of actors holding uncontroversial positions; the concept of threat, which helped them promote the idea that 'desperate times call for desperate measures; and the concept of national interest, which helped them stress commitment to core principles in their ideology. Ever since its re-emergence on the European political scene, scholars have sought to explain the mainstreaming of the far right. By understanding how the process of European integration facilitated its transition from the margins to the mainstream, this book adds one piece to the puzzle of far right legitimation.
