Book excerpt: Development specialists often overlook the feet that the towns of a rural region play as essential a role in the region's economy as does agriculture, and they design and implement broad strategies without due recognition of the unique and dynamic character of each individual region. Proper analysis requires consideration of the changing nature of rural regions and the principal agents of change. The contributors to this volume argue that development strategists should focus on processes rather than on products by taking the nonfarm aspects, as well as the farm aspects, of rural development into account and by recognizing that land, labor, water, and technology do not alone lead to balanced regional and agricultural development. The analytical approaches presented in this book incorporate wide-ranging variables from the urban space of rural regions—markets, towns, service industries, and organizations—that have major impacts on the rural regional economy. These methodologies aim at improving rural regional development processes.

Book excerpt: The U.S. Department of Agriculture Economic Research Service (USDA/ERS) maintains four highly related but distinct geographic classification systems to designate areas by the degree to which they are rural. The original urban-rural code scheme was developed by the ERS in the 1970s. Rural America today is very different from the rural America of 1970 described in the first rural classification report. At that time migration to cities and poverty among the people left behind was a central concern. The more rural a residence, the more likely a person was to live in poverty, and this relationship held true regardless of age or race. Since the 1970s the interstate highway system was completed and broadband was developed. Services have become more consolidated into larger centers. Some of the traditional rural industries, farming and mining, have prospered, and there has been rural amenity-based in-migration. Many major structural and economic changes have occurred during this period. These factors have resulted in a quite different rural economy and society since 1970. In April 2015, the Committee on National Statistics convened a workshop to explore the data, estimation, and policy issues for rationalizing the multiple classifications of rural areas currently in use by the Economic Research Service (ERS). Participants aimed to help ERS make decisions regarding the generation of a county rural-urban scale for public use, taking into consideration the changed social and economic environment. This report summarizes the presentations and discussions from the workshop.

Yet we know little of the factors that drive demographic changes in rural landscapes and even less about the implications of these changes. This book examines broad and local-scale patterns of demographic change in rural landscapes, identi es some of the drivers of these changes using Australian case studies or comparisons between Australian and international contexts, and outlines the implications of changes for society and the environment. This book makes a valuable contribution to the literature because it adopts an integrated and interdisciplinary approach by explicitly linking demographic change with environmental, land-use, social and economic factors. This integrated approach was achieved by encouraging interaction among authors writing on similar topics to ensure coherency and complementarity among chapters, and cross-pollination of ideas and perspectives. Book excerpt: In agricultural history, specialisation is usually considered as progress, turning peasants into market-orientated farmers and allowing them to escape from self-sufficiency. Recent developments in the field of productivist agriculture and the recent rise of alternative agriculture cast doubt on this conventional concept of agricultural specialisation. Several questions arise: Did specialisation necessarily mean that farms concentrated on a single product? Was it always a great step forward? Did it occur in the same form in earlier centuries as in contemporary economies? The chapters of this book draw attention to several factors relevant to processes of specialisation, such as markets, transport, and the natural environment. The contributions deal with regions in 10 countries of Europe, from Sweden to Spain and from England to Bulgaria, and with periods between the seventeenth and the twentieth centuries. They suggest several conclusions. Specialisation can take place in various forms, ranging from focussing on a single major cash crop to giving preference to a combination of products. This is true both at the level of an individual farm as at a regional level. Specialisation did not always improve the farmers' standard of living. And it was neither a linear nor an irreversible process. This can be observed in periods of war, but also in recent developments in post-communist countries.
