The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. The 2012 edition of the Code was prepared and published under the supervision of Ralph V. Seep, Law Revision Counsel. The Army had sent large expeditionary forces beyond the American hemisphere, and at the beginning of the new century Secretary of War Elihu Root had proposed changes and reforms that within a generation would shape the Army of the future. But world war-global war-was still to come. The second volume of this new edition will take up that story and extend it into the twenty-first century and the early years of the war on terrorism and includes an analysis of the wars in Afghanistan and Iraq up to January 2009.

Book excerpt: One difficulty in writing a balanced history of the American Revolution arises in part from its success as a creator of our nation and our nationalistic sentiment. Unlike the Civil War, unlike the French Revolution, the American Revolution produced no lingering social trauma in the United States—it is a historic event widely applauded by Americans today as both necessary and desirable. But one consequence of this happy unanimity is that the chief losers of the War of Independence—the American Loyalists—have fared badly at the hands of historians. This explains, in part, why the account of the Revolution recorded by self-professed Loyalist and Chief Justice of the Superior Court of Massachusetts, Peter Oliver, has heretofore been so routinely overlooked. Oliver's manuscript, entitled "The Origins & Progress of the American Rebellion," written in 1781, challenges the motives of the founding fathers, and depicts the revolution as passion, plotting, and violence. His descriptions of the leaders of the patriot party, of their program and motives, are unforgiving, bitter, and inevitably partisan. But it records the impressions of one who had experienced these events, knew most of the combatants intimately, and saw the collapse of the society he had lived in. His history is a very important contemporary account of the origins of the revolution in Massachusetts, and is now presented here in it entirety for the first time.

Shunning rebel violence as unnecessary, unlawful, and unnatural, they emphasized the natural ties of blood, kinship, language, and religion that united the colonies to Britain. They hoped that British military strength would crush the minority rebellion and free the colonies to renegotiate their return to the empire. Of course the loyalists were too American to be of one mind. This is a story of how a cross-section of colonists flocked to the British headquarters of New York City to support their ideal of reunion. Despised by the rebels as enemies or as British appendages, New York’s refugees hoped to partner with the British to restore peaceful government in the colonies. The British confounded their expectations by instituting martial law in the city and marginalizing loyalist leaders. Still, the loyal Americans did not surrender their vision but creatively adapted their rhetoric and accommodated military governance to protect their long-standing bond with the mother country. They never imagined that allegiance to Britain would mean a permanent exile from their homes.

Challenging the traditional view that British efforts in the south were undermined by a lack of local support, Jim Piecuch demonstrates the breadth of loyal assistance provided by these three groups in South Carolina, Georgia, and East and West Florida. Piecuch shows that the Crown’s southern campaign failed due to the revolutionary force’s violent suppression of these Loyalists and Britain’s inability to capitalize on their support. Covering the period from 1775 to 1782, Piecuch surveys the roles of Loyalists, Indians, and slaves across the southernmost colonies to illustrate the investments each had in allying with the British and the high price they paid during and after the war. From Revolution to Reunion investigates the way in which South Carolinians, Patriot and Loyalist, managed to reconcile their bitter differences and reunite to heal South Carolina and create a stable foundation for the new United States. Rebecca Brannon considers rituals and emotions, as well as historical memory, to produce a complex and nuanced interpretation of the reconciliation process in post-Revolutionary South Carolina, detailing how Loyalists and Patriots worked together to heal their society. She frames the process in a larger historical context by comparing South Carolina’s experience with that of other states. Brannon highlights how Loyalists apologized but also became vital contributors to the new experiment in self-government and liberty. In return, the state government reinstated almost all the Loyalists by 1784. South Carolinians succeeded in creating a generous and lasting reconciliation between former enemies, but in the process they downplayed the dangers of civil war—which may have made it easier for South Carolinians to choose that path a second time.
