This book relates the research and action project “Scuola Attiva Risorse” (ScAR), winner of the Polisocial Award that recognizes research for social purposes at the Politecnico di Milano. The text describes an experimental and innovative action delivered within the fragile context of the urban peripheries. This participatory process involved schools, universities, cultural institutions, administrations and private actors in interpreting and enhancing the “hidden” cultural heritage in Milan’s fringe neighbourhoods.

From these perspectives, heritage making may be incorporated in the world economy, mainly through the global tourism trade. Book excerpt: If, as we believe, the history of languages is the history of the construction of an ideal artefact that permits a specific interpretation of the linguistic reality and helps to approve and assimilate a certain zone of diversity, enabling the accumulation of collective historical knowledge and making us identify it with a social community and a territory, then it must be agreed that languages are extremely complex entities. The new linguistic diversity that cultural globalisation and recent population movements have installed in most traditional linguistic territories has probably put the ideology of the national language into a state of crisis and, as a consequence, has made the ancient, intrinsic diversity of all languages visible, at least to the extent that this is still possible. Nowadays, then, the old linguistic diversity of dialects, of parlances, of local lexicons and the cultural forms that are reflected in these, of varieties and previously unsuccessful linguistic entities has been given a new opportunity in a world where the cohesion of societies and the welfare of citizens must be guaranteed using all available means. Looked at this way, the intricacy of languages may even open up an opportunity for local economic and social development.

New archaeological rules as well as a comprehensive co-operation system among the States concerned are set up by the new Convention. Despite the negative attitude assumed by few States at the moment of voting for the text of the Convention, this new international instrument is welcome by the great majority of States. This volume focuses on the main aspects of the Convention. It is divided in two parts, to describe the situation before and after the adoption (and the forthcoming into force) of the Convention. In the first part the contradictions resulting from the regime established under the 1982 United Nations Convention on the Law of the Sea are analysed together with the undesirable results of the application of the rules of admiralty (law of salvage and law of finds) to the underwater cultural heritage. In the second part the negotiation process is described, both in its general aspects (the myths surrounding the draft) and in its specific results (the drafting of each single provision).

It has turned heritage into patrimony capital—a powerful and controversial convergence of art, money, and politics.
