Book excerpt: Viet Nam has had rapid economic growth in recent years, but this growth has been energy-dependent, even as the energy system has become more carbon intensive. This study uses a bottom-up model to evaluate 63 measures to reduce greenhouse gas emissions from household electricity, industry, power generation, and transport. It finds potential for emissions reduction by 53% in 2050, and that much of this reduction can occur at low or negative financial costs. Moreover, these measures are found to ultimately lead to faster and more inclusive economy-wide growth. Policy measures are identified to help realize the modeled potential.

The Philippines currently has a low level of per capita greenhouse gas emissions. However, emission levels are growing at an increasing rate, with 4% annual growth between 2006 and 2012. The country's energy system is becoming more carbon intensive to satisfy escalating energy demand caused by strong economic growth. This study assesses how the Philippines can take a low-carbon pathway by drawing on detailed modeling of the power, residential, and transport sectors. It identifies low-carbon development options that can be deployed at approximately zero net cost to reduce energy sector greenhouse gas emissions by 70% by 2050. With energy use levels still low, the country has an opportunity to follow a low-carbon development trajectory--if action is taken soon.

At the same time, as Vietnam's economy grows, the country is becoming a significant emitter of greenhouse gases. While Vietnam's absolute volume of emissions is still small compared to that of larger and richer countries, emissions are growing rapidly and disproportionate to its economy size. The transport sector plays a critical role in these recent trends. This study aims to set out a vision and strategy for climate-smart transport, in order to minimize the carbon footprint of the sector while ensuring its resilience against future risks. The analytical findings and recommendations are presented in two volumes of the report. The first volume provides how Vietnam can reduce its carbon emissions by employing a mix of diverse policies and investments, under varying levels of ambition and resources. The second volume provides a methodological framework to analyze network criticality and vulnerability, and to prioritize investments to enhance resilience.

Book excerpt: The Federal Government of Nigeria has adopted Vision 20: 2020--an ambitious strategy to make Nigeria the world's 20th largest economy by 2020. In the absence of policies to accompany economic growth in key carbon-emitting sectors with a reduced carbon footprint, emission of greenhouse gases could more than double in the next two decades. To evaluate how to achieve the objectives of Vision 20: 2020 with reduced carbon emissions, the Federal Government of Nigeria and the World Bank undertook a multiyear program of analytical work. The summary results of this program are contained in a separate book (published in the World Bank's "Directions in Development" series) entitled Low-Carbon Development: Opportunities for Nigeria, which concludes that Nigeria can achieve its development objectives, while stabilizing emissions at 2010 levels and providing domestic benefi ts on the order of 2 percent of GDP. This volume is a collection of the background technical reports on the four sectors of inquiry: agriculture and land use, oil and gas, power, and transport. It contains details on the data, methodology, and assumptions used throughout the analysis. For agriculture and land use, the study team developed an agriculture production growth model, which permits the evaluation of sector emissions in both a reference and a low-carbon scenario. The study fi nds that low-carbon practices have signifi cant potential to make the sector more productive and more climate-resilient. For the oil and gas sector, the analysis assesses the potential of accelerated phase-put of gas fl aring, reduction of leakages, and increased energy effi ciency in the operation of facilities, to both reduce the sector's emission and contribute to the industry's net revenues and growth. The analysis of the power sector shows how the country can expand power generation and broaden access to electricity while reducing associated emissions, through renewable energy, energy effi ciency, and lower-carbon technologies in thermal power generation. Finally, this analysis assesses the expected growth in CO2 emissions from on-road transport under a normal business development scenario up to the year 2035, and it identifi es actions at national and local levels that would reduce this growth, resulting in fuel economies, better air quality, and reduced congestion. Assessing Low-Carbon Development in Nigeria: An Analysis of Four Sectors outlines several actions that the Nigerian government could undertake to facilitate the transition to a low-carbon economy.

The modeling identifies the potential economic costs of climate inaction for the region, how the countries can most efficiently achieve GHG emission mitigation, and the consequences of mitigation, both in terms of benefits and costs. Drawing on the modeling results, the study analyzes climate-related policies and identifies how further action can be taken to ensure low-carbon growth.

The main research question in this study is: How to take advantage of available and suitable options in the electricity sector which could significantly contribute to the low carbon economy of Vietnam and their main constraints and possibilities? We examine and simulate green options for the sector up to 2040: increase energy efficiency (imported fuel based power capacity reduces from 60 percent to 39 percent of the total power capacity; lower investment in new capacity; lower local pollution costs; lower C02 emissions; and lower expenditures on imported fuels), more electricity generation from biomass (a reduction of 3 percent of total C02 emissions by full development of bio-electricity during 2015 - 2040), promote carbon capture & storage technologie (the most important factors : financial incentives and climate policy; a new coal power plant can get more economic benefits if it integrates capture readiness systems (CR) from the beginning), make institutional change, and internalize external costs in the power sector. With greener scenarios simulated by the energ modeling tool LEAP (Long-range Energy Alternatives Planning), this study suggests that the evolution of Vietnam's electricity sector would be toward to a low carbon future in decades to come.

Book excerpt: Vietnam is acknowledged to be REDD+ pioneer country, having adopted REDD+ in 2009. This paper is an updated version of Vietnam’s REDD+ Country Profile which was first published by CIFOR in 2012. Our findings show that forest cover has increased since 2012, but enhancing, or even maintaining, forest quality remains a challenge. Drivers of deforestation and degradation in Vietnam, including legal and illegal logging, conversion of forest for national development goals and commercial agriculture, weak law enforcement and weak governance, have persisted since 2012 up to 2017. However, with strong political commitment, the government has made significant progress in addressing major drivers, such as the expansion of hydropower plants and rubber plantations.Since 2012, Vietnam has also signed important international treaties and agreements on trade, such as Voluntary Partnership Agreements (VPAs) through the European Union’s (EU) Forest Law Enforcement. These new policies have enhanced the role of the forestry sector within the overall national economy and provided a strong legal framework and incentives for forestuser groups and government agencies to take part in forest protection and development. Nevertheless, new market rules and international trade patterns also pose significant challenges for Vietnam, where the domestic forestry sector is characterized by state-owned companies and a large number of domestic firms that struggle to comply with these new rules.The climate change policies, national REDD+ strategy and REDD+ institutional setting has been refined and revised over time. However, uncertain and complex international requirements on REDD+ and limited funding have weakened the government’s interest in and political commitment to REDD+. REDD+ policies in Vietnam have shown significant progress in terms of its monitoring, reporting and verification (MRV) systems, forest reference emission levels (FREL), and performance-based and benefit-sharing mechanisms by taking into account lessons learnt from its national Payment for Forest Environmental Services (PFES) Scheme. Evidence also shows increasing efforts of government and international communities to ground forestry policies in a participatory decision-making processes and the progress on developing safeguarding policies in Vietnam between 2012 and 2017 affirms the government’s interest in pursuing an equitable REDD+ implementation. Policy documents have fully recognized the need to give civil society organizations (CSOs) and ethnic groups political space and include them in decision making. Yet, participation remains token. Government provision for tenure security and carbon rights for local households are still being developed, with little progress since 2012.The effectiveness of REDD+ policies in addressing drivers of deforestation and degradation has not be proven, even though the revised NRAP has recently been approved. However, the fact that drivers of deforestation and degradation are outside of the forestry sector and have a strong link to national economic development goals points to an uneasy pathway for REDD+. The business case for REDD+ in Vietnam has not been proven, due to an uncertain carbon market, increasing requirements from donors and developed countries, and high transaction and implementation costs. Current efforts toward 3Es outcomes of REDD+ could be enhanced by stronger political commitment to addressing the drivers of deforestation from all sectors, broader changes in policy framework that create both incentives and disincentives for avoiding deforestation and degradation, cross-sectoral collaboration, and committed funding from both the government and developed countries.
