A series of government-led structural reforms have contributed to sustained growth in the country over the last two decades as well as to considerable poverty reduction in rural areas. However, Ethiopia faces critical challenges it will need to overcome to meet the needs of a growing rural population. In practice, this will require updating the existing rural development strategy in order to better integrate the interaction of rural and urban areas. Policy approaches that account for the fast urbanisation process experienced in the country will therefore be key to improving the well-being of rural populations and promoting national growth. This report takes a spatial approach to study Ethiopia's rural development strategies. It highlights the need to develop stronger and more functional linkages between rural and urban areas. As such, the development of intermediary cities and small urban centres provides large scope for inclusive rural transformation. The report is the result of rigorous analysis, and extensive consultations with national and international stakeholders. It identifies some of the key challenges faced by rural areas and provides a series of recommendations to enhance Ethiopia's rural development strategies.

This has resulted in significant changes in the operation of the agricultural markets and, consequently, in income generation and welfare of rural households. In the case of Madagascar, the results suggest that market reforms and corresponding adjustments in rural markets have had an average positive effect on food security for the rural households. However, richer households seemed to have benefited more than the poorer households. This text provides a study of the market reforms, focusing particularly in the changes brought to welfare, income and environmental sustainability in rural areas. The study aims to be of particular interest to economists and those involved in development and environmental issues.

How can Community Led Total Sanitation (CLTS) be operationalized at national and subnational levels? What do the strategies for achieving exponential growth of Open Defecation Free (ODF) communities look like? CLTS is a rapidly growing approach to solving the widespread sanitation challenges of the developing world. It is an approach that is proving to be effective in country after country, but most experience with the approach to date has been in a relatively bounded, project-based framework. This book looks at a particular experience in Madagascar of taking CLTS to a much larger scale. The Global Sanitation Funds program in Madagascar, the Fonds dAppui pour lAssainissement (FAA), is in the midst of a remarkable process currently producing thousands of ODF villages, which combine to make ODF communes and ODF districts. Promising Pathways describes some of the mechanisms that have evolved to put this process into action, focusing on innovative strategies and models for scaling up. It identifies and highlights features of the actors and the institutional environment that are key to emerging successes. And it pulls out the lessons that can be applied in other settings where MDG targets for sanitation have not yet been achieved. These lessons are clearly situated in the framework of the bottom-up and community-led principles underpinning the CLTS process. Based on fieldwork conducted at community and national levels in Madagascar during 2013, the research for this publication was guided by Kamal Kar, founder and pioneer of CLTS, and conducted by a CLTS Foundation team. CLTS Foundation is an association of like-minded development professionals and practitioners, focusing on issues around rural and urban sanitation globally. It strives to create a world free from open defecation by means of collective behavioral change of the empowered local communities through capacity building, providing technical support, and influencing national strategies and policies of the countries. The foundation also undertakes research and action-learning initiatives focused toward poverty reduction, rural and urban livelihoods, and governance issues, with CLTS as an entry-point strategy. Book excerpt: About the book: There is a widespread belief that the low growth of agricultural production and the high depletion of natural resources base in Madagascar are partly due to lack of land tenure security. This book investigates the impacts of land property on the level of agricultural investment and on farmers' level of productivity. The results show that these impacts vary across distinct sub-zone according to its institutional and socio-economic conditions. In regions where there is higher degree of agricultural commercialisation and where agricultural sector is better integrated into industrial sector, increased tenure security through land titling affects more positively farmers' level of productivity. This occurs as the result of the increase in the use of tradable input and in the investment on equipment. In other regions, empirical results find evidence on lowland but not on upland. Therefore, degree of urgency for solution varies across different regions. It is rational to undertake a selective and progressive titling program, i.e. dealing first with the regions where land has high value, and then gradually extending the system.

This volume addresses the three policy objectives that now occupy those who wish to use credit as a development tool: financial sustainability of microfinance institutions, outreach to the poor, and welfare impact. Inevitable tradeoffs exist among these objectives, and the book advances an analytical framework that assists students of and experts in microfinance to identify the tradeoffs and synergies at the institutional level and in the policy environment. The book features a wealth of empirical data and innovative analytical studies, and critically discusses the role of public support for microfinance institutions (MFIs) in light of the social costs and benefits generated by such financial systems. This book analyses the impacts of Islamic microfinance on both poverty alleviation and environmental awareness and the variation in its effects between different geographical conditions, as well as how it compares in these respects with conventional microfinance. Islamic microfinance institutions (MFIs) had a more significant impact on poverty alleviation than conventional MFIs, but a low effect on awareness of specific environmental issues. Islamic MFIs were also successful in combating poverty regardless of regional differences, but similarly ineffective in contributing to environmental awareness.
