Updated as of May 29, 2018 This final rule is intended to further the safety of passenger train occupants through both enhancements and additions to FRA's existing requirements for emergency systems on passenger trains. In this final rule, FRA is enhancing existing requirements for emergency window exits and establishing requirements for rescue access windows for emergency responders to use to evacuate passenger train occupants. FRA is also enhancing passenger train emergency system requirements by expanding the application of existing requirements that are currently applicable only to passenger trains operating at speeds in excess of 125 mph (Tier II passenger trains) to cover passenger trains operating at speeds at or below 125 mph (Tier I passenger trains) as well; in particular, these enhancements require that Tier I passenger trains be equipped with public address (PA) and intercom systems for emergency communication and that passenger cars provide emergency roof access for use by emergency responders. FRA is applying certain of the requirements to both existing and new passenger equipment, while other requirements apply to new passenger equipment only. Book excerpt: "Abstract: Federal Railroad Administration (FRA) regulations are intended to ensure the safe, timely, and effective evacuation of intercity and commuter rail passengers when necessary during passenger train emergencies. Although it is recognized that during the majority of emergency scenarios, it is much safer for passengers to remain on the train, it may be necessary for passengers and crew to evacuate a passenger train quickly, due to certain life-threatening conditions (e.g., fire). FRA is sponsoring a research program to investigate a variety of emergency evacuation concepts, strategies, and techniques for applicability to passenger trains operating in the United States. One aspect of the FRA research program is directed at evaluating the potential applicability to passenger trains of performance-based criteria specifying minimum necessary evacuation times. No methodology currently exists for evaluating the passenger rail car emergency egress system as a whole, or the effects on egress times of failures within this system. However, with certain refinements to existing egress computer model calculations, time-based egress models could have potential applicability to passenger rail cars. This report presents the results of a review of passenger rail car egress variables and evaluation of the potential application of computer models that simulate egress for developing passenger train evacuation times."--Rept. doc. p.

Book excerpt: "Abstract: Under FRA sponsorship, a series of three experimental egress trials was conducted in 2005 and 2006 to obtain human factors data relating to the amount of time necessary for individuals to exit from a passenger rail car. This final report describes the results of all these emergency egress experiment trials. To FRA's knowledge, the 2005 commuter rail car egress experiment was the first time that U.S. passenger rail car egress time trials were conducted with commuter rail passengers as test participants. Controlled variables included egress from the commuter rail car using side door(s) to a high-platform, low-platform, or right-of-way location, or using an end door to an adjacent car; as well as lighting conditions. Participant egress times varied significantly by the number of passenger rail car exits used and the exit route taken. The collected exit-time data are intended for use in establishing passenger rail car egress time estimates/norms and evaluating various aspects of car design that may promote or impede prompt occupant egress. The experiment data will also be used as input for the development of a passenger rail car emergency egress simulation computer model that can predict emergency evacuation time for a variety of passenger rail car configurations."--Technical report documentation page.

The final rule clarifies that railroad personnel who communicate or coordinate with first responders during emergency situations must receive certain initial and periodic training and be subject to operational tests and inspections related to the railroad's emergency preparedness plan. The final rule also clarifies that railroads must develop procedures in their emergency preparedness plans that specifically address the safety of passengers with disabilities during actual and simulated emergency situations, such as during train evacuations. The rule also limits the need for FRA to formally approve certain purely administrative changes to approved emergency preparedness plans. In addition, the final rule requires that operational tests and inspections be conducted in accordance with a program that meets certain minimum requirements. Finally, the rule removes as unnecessary the provision discussing the preemptive effect of the regulations. Book excerpt: Recent advances in passenger guided ground transportation, fire test methods, and hazard analysis necessitate re-examination of requirements for fire safety. Several studies have indicated nearly random ability of current tests to predict actual fire behavior. Fire safety in any application, including transportation, requires a multi-faceted approach. The effects of vehicle design, material selection, detection and suppression systems, and emergency egress and their interaction, on the overall fire safety of the passenger trains are all considered. All of the technologies being considered for U S operation have evolved under different types of regulations and standards. This report presents a detailed comparison of the fire safety approaches used in the United States, France, and Germany. The strengths and weaknesses of current methods for measuring the fire performance of rail transportation systems are evaluated. An optimum systems approach to fire safety which addresses typical passenger train fire scenarios is analyzed. A rationale is presented for the direction in which most fire science-oriented organizations in the world are clearly headed - the use of fire hazard and fire risk assessment methods supported by measurement methods based on heat release rate (HRR).
