Book excerpt: Drug overdose, driven largely by overdose related to the use of opioids, is now the leading cause of unintentional injury death in the United States. The ongoing opioid crisis lies at the intersection of two public health challenges: reducing the burden of suffering from pain and containing the rising toll of the harms that can arise from the use of opioid medications. Chronic pain and opioid use disorder both represent complex human conditions affecting millions of Americans and causing untold disability and loss of function. In the context of the growing opioid problem, the U.S. Food and Drug Administration (FDA) launched an Opioids Action Plan in early 2016. As part of this plan, the FDA asked the National Academies of Sciences, Engineering, and Medicine to convene a committee to update the state of the science on pain research, care, and education and to identify actions the FDA and others can take to respond to the opioid epidemic, with a particular focus on informing FDA's development of a formal method for incorporating individual and societal considerations into its risk-benefit framework for opioid approval and monitoring.

It compares eight years of coalition government under Scottish Labour and the Scottish Liberal Democrats with four years of Scottish National Party minority government. It outlines the relative effect of each government on Scottish politics and public policy in various contexts, including: high expectations for ‘new politics' that were never fully realised; the influence of, and reactions from, the media and public; the role of political parties; the Scottish Government's relations with the UK Government, EU institutions, local government, quasi-governmental and non-governmental actors; and, the finance available to fund policy initiatives. It then considers how far Scotland has travelled on the road to constitutional change, comparing the original devolved framework with calls for independence or a new devolution settlement. The book draws heavily on information produced since 1999 by the Scottish Devolution Monitoring project (which forms one part of the devolution monitoring project led by the Constitution Unit, UCL) and is supplemented by new research on public policy, minority government, intergovernmental relations and constitutional change.

A new dedicated public health service - Public Health England - will be created to ensure excellence, expertise and responsiveness, particularly on health protection where a national response is vital. The paper gives a timetable showing how the proposals will be implemented and an annex sets out a vision of the role of the Director of Public Health. Book excerpt: This strategy signals a radical change in the approach to irresponsible drinking and resultant criminal and anti-social behaviour and the increasing health problems created by the current levels of alcohol consumption. In 2012-11 there were nearly 1 million alcohol-related violent crimes and 1.2 million alcohol-related hospital admissions. The problem has developed because cheap alcohol is too readily available; increasing numbers of people drink at home before going on a night out ("pre-loading"); the Licensing Act failed to deliver a cafâ culture; too many places cater for people who drink to get drunk regardless of the consequences for themselves or others; and individuals who cause the problems have not been challenged enough over their behaviour. The availability of cheap alcohol will be curtailed through the introduction of a minimum unit price for alcohol. The exact level is to be agreed, but if it was 40p, it is estimated there would be 50,000 fewer crimes each year and 900 fewer alcohol-related deaths by the end of the decade. Consultations will also aim to end multi-buy promotions. Local areas and agencies will be given powers to challenge people's behaviour and make it easier to take action against, and even close down, problem premises. Other measures include early morning restriction orders and a late night levy so that businesses open late contribute to the costs of policing. The drinks industry has a crucial role to play in changing the drinking culture towards positive socialising. And the risks of excessive consumption will be widely circulated.

The Mental Health Act Code of Practice is also aimed at all of those working in primary care, Mental Health Trusts, NHS Foundation Trusts as well as solicitors and attorneys who advise on mental health law. The Code should also be beneficial to the police and ambulance services and others in health and social services (including the independent and voluntary sectors) involved in providing services to people who are, or may become, subject to compulsory measures under the Act. It will also be a guide for those working with people with specific mental health needs such as those in nursing and care homes, and those in prison.
