It focuses on three categories of participants in populist political communication, that is political actors, media, and citizens. In particular, this study offers an insight into reasons behind the choice by Polish politicians and journalists to use populist messages, as well as factors fostering populist sentiments among Polish citizens. Its multi-dimensional approach utilizes communication, media and political science theories to make sense of production, dissemination, reception, and impact of populist political messages. This publication combines several aspects of research on populism. On the one hand, it is a continuation of theoretical and interpretative discussions present in both Polish and foreign literature. The correlation between Polish and foreign research is important, as it allows for comparison of the results obtained in different research contexts, as well as for further theoretical discussions on the methods of researching and describing the discussed phenomena. On the other hand, it attempts to capture a specificity of the Polish populist political communication in recent years (2015-2017).

Surprisingly, most of the analyses that study these developments give little attention to the role of political parties in the decline of democracy although there is a broad consensus about the relevance of political parties for the functioning of democracy. How parties can contribute to democracy is best understood by looking at a very diverse range of cases in different parts of the world. Instead of taking a regional approach which dominates the literature on political parties, this volume takes a global perspective. It brings together experts from four continents, which opens up fresh comparative perspectives on the role of political parties in the democratic process. Political Parties and the Crisis of Democracy asks how parties contribute to the consolidation of democracy, why they fail today, why new parties emerge and displace old parties, and also what parties need to do in order to survive cutthroat competition, above all with a new (and sometimes not so new) variants of populist parties. It takes a unique global focus, covering old and new democracies in different regions of the world. It covers Western and Central Europe, Asia-Pacific, Latin America and Africa, Turkey and Israel, including presidential, semi-presidential, and parliamentary democracies and also some countries where democracy is seriously threatened or eroding. This volume offers unique comparative perspectives combined with a detailed analysis of individual countries and their party systems. It shows that parties are central actors for the consolidation of democracy, but that organisational reforms are necessary to cope with social change such as individualisation, the decline in party membership and the impact of new media and modern communication, thus counteracting the fragmentation of party systems and the decay of democracy. They offer in-depth analyses of the trajectory of populist parties in eleven European Union countries (Austria, Belgium, Czech Republic, France, Germany, Hungary, Italy, The Netherlands, Poland, Romania, and Spain). The book shows that, reflecting the diversity of national contexts, there are multiple pathways whereby populist parties’ power can remain contained and subject to democratic checks and balances. Western analysts of the political process in "closed" Communist systems necessarily rely heavily on the published and broadcast output of the mass and specialized media. These media are in part propaganda organs, but they also have other functions. A generation of Sovietologists has had to base much of its analysis of policies and politics on interpretations of media nuances. Yet their assumptions about the relationship between the media and the political actors whose behavior or attitudes are inferred from them have received little attention. The Rand study was initiated to fill this need. Its emphasis is not on techniques of content analysis, but rather on the process by which politically significant material appears in Communist-country media. The principal data base of the study is information obtained from interviews with 44 emigres formerly involved in the media process as writers, journalists, editors, censors, and government and Party officials. The results of this study are published in a Summary Report, which provides an overview and conclusions, and in a series of Rand Notes, which contain more detailed analyses and documentation of the research. This Note examines the structural and organizational factors that influence the output of Polish media. Section II reviews the changing position of the media in the Polish Communist system in the postwar period and provides a basis for understanding both the important general distinctions among the Stalinist, 1956, Gomulka, and Gierek periods and related changes in the instruments of Party control. Section III examines the various instruments by which the Party exercises direct and indirect supervision over the media. Sections IV and V describe key elements of the internal organization and editorial process, respectively, that affect the output of Polish media organs.

The combination of Poland’s potential power as a major, and possibly controversial, player in both the region and Europe as a whole, and the apparent salience of Euroscepticism in domestic electoral politics at the core of the Polish government and party system presented the possibility that Poland would be a ‘new awkward partner’ in Europe. However, although Poles may have voted for EU-critical parties in large numbers no ‘Eurosceptic backlash’ has emerged. In fact, far from being a ‘new awkward partner’, Poland has tried to portray itself as the ‘new heart of Europe’ and it certainly came to be increasingly perceived as such in Brussels and by its European allies. This book focuses on two linked questions. Firstly, what impact has Poland had upon the EU as a new member state? Secondly, how has becoming an EU member impacted upon public attitudes towards the EU and Polish domestic politics, particularly on its party and electoral politics? Szczerbiak provides the first detailed empirical case study of the impact of Poland’s EU membership on its politics and of Poland's impact on the EU. The book also makes broader theoretical contributions to our understanding of EU relations with its member states. It does so from both theoretical and empirical angles. How is power being mediated in new democracies? Can media function independently in the unstable and polarised political environment experienced after the fall of autocracy? Do major shifts in economic and ownership structures help or hinder the quality of the media? How much can new media laws alter old journalistic habits and political cultures? And how do new technologies impact the media and democracy? The book examines these questions, drawing on a vast set of data assembled by a large international project. Media and Politics in New Democracies focuses chiefly on new democracies in Central and Eastern Europe, but chapters analysing new democracies in Latin America, Africa, and Southeast Asia are also included. These new democracies represent a variety of what sociologists call 'glocalism': homogenisation and heterogenisation coexist, revealing hybrid models and multiple modernities. It is local culture that assigns meaning to global and regional influences. 'Ideal' liberal models and best practices are being promoted and aspired to, but these models and practices are often being adopted in opaque ways generating results opposite to those intended. The book finds many new democracies to be fragile if not deficient, and tries to show what is really going on in these countries, how they compare to each other, and what they can learn from each other.
