Book excerpt: This book systematically explores the relationship between party funding and corruption, and addresses fundamental concerns in the continued consideration of how democracy should function. The book analyses whether parties funded primarily through private donations are necessarily more corrupt than those funded by the state, and whether different types of corruption are evident in different funding regimes. Drawing on a comparison of Great Britain and Denmark, the author argues that levels of state subsidy are, in fact, unrelated to the type of corruption found. Subsidies are not a cure for corruption or, importantly, perceived corruption, so if they are to be introduced or sustained, this should be done for other reasons. Subsidies can, for example, be justified on grounds of public utility. Meanwhile, anti-corruption measures should focus on other regulations, but even then we should not expect such measures to impact on perceptions of corruption in the short term.

Do business contributions to political parties convey different messages in different countries? This book answers these questions based on intensive case studies of Australia, Canada, and Germany, as well as data from other countries. Business money does talk politics. In liberal Australia and Canada, the competitive short-term focus of firms generated substantial demand for private goods that could help firms develop an advantage over their rivals. Thus, business financing of parties conveyed a pragmatic message: in exchange for small but certain financial benefits, contributing businesses expect, as a reciprocation, to receive special consideration of their lobbying efforts. Australia's left-right party system created an awareness of policy risk, which motivated ideological payments, but there was no ideological bias in business financing of politics in centrist Canada. In Germany's co-ordinated economy, the most important policies for firms tend to be the public goods defined, championed, and delivered by their business associations. In this context, the pragmatic motivation for contributions to political parties is weak. The combination of consensual political institutions and constrained parties means there is a very low risk of major policy change from election to election. So, there is also little interest in ideological financing of political parties. This book addresses the issue by examining how the structure of electoral institutions - the rules of democratic contestation that determine the manner in which citizens choose their representatives - affects political corruption, defined as the abuse of state power or resources for campaign finance or party-building purposes. To this end, the book develops a novel theoretical framework that examines electoral institutions as a potential vehicle for political parties to exploit the state as a source of political finance. Hypotheses derived from this framework are assessed using an unprecedented public employees' survey conducted by the author in Bolivia, Brazil and Chile.

But as David M. Primo and Jeffrey D. Milyo argue, politicians and the public alike should reconsider the conventional wisdom in light of surprising and comprehensive empirical evidence to the contrary. Primo and Milyo probe original survey data to determine Americans’ sentiments on the role of money in politics, what drives these sentiments, and why they matter. What Primo and Milyo find is that while many individuals support the idea of reform, they are also skeptical that reform would successfully limit corruption, which Americans believe stains almost every fiber of the political system. Moreover, support for campaign finance restrictions is deeply divided along party lines, reflecting the polarization of our times. Ultimately, Primo and Milyo contend, American attitudes toward money in politics reflect larger fears about the health of American democracy, fears that will not be allayed by campaign finance reform.
