Book excerpt: Recently there has been a surge in international empirical evidence that national policymakers allocate resources across regions based on political considerations, in addition to any normative considerations of equity and efficiency. In order to mitigate these political compulsions, several federations around the world have attempted to create independent constitutional bodies that are responsible for determining federal transfers to subnational jurisdictions. The author tests whether constitutional rules indeed make a difference in curbing political influence by contrasting the impact of political variables on two types of intergovernmental transfers to states in the Indian federation over a period of time, 1972-95. The pattern of evidence shows that transfers, whose regional distribution is determined by political agents, usually provide greater resources to state governments that are politically affiliated with the national ruling party and are important in maximizing the party's representation in the national legislature. But the political effect on statutory transfers, determined by an independent agency with constitutional authority, is strikingly contrary, with greater resources going to unaffiliated state governments. The author argues that this contrasting evidence indicates that constitutional rules indeed restrict the extent to which partisan politics can affect resources available to subnational governments.

It argues that the nature and the extent of subnational states' engagements in international affairs are a function ofthe partisan political relationship the state incumbents have with the national incumbents. The article takes a mixed methods approach. An analysis of 1,153 episodes of international engagements of India's states from 1996 to 2017 reveals that shifts in foreign policy engagement of selected state governments primarily reflect alterations in the subnational incumbents' political affiliation with the Union government. Several qualitative case studies shed light on how the central government's inclusion of subnational governments' perspectives and representatives in foreign affairs is highly partisan and profoundly political. States, nationalist movements, and ethnic groups in conflict with one another often face a choice between violent and nonviolent strategies. Although major wars between sovereign states have become rare, contemporary world politics has been rife with internal conflict, ethnic cleansing, and violence against civilians. This book asks how, why, and when states and non-state actors use violence against one another, and examines the effectiveness of various forms of political violence. In the process of addressing these issues, the essays make two conceptual moves that illustrate the need to reconsider the way violence by states and non-state actors has typically been studied and understood. The first is to think of violence not as dichotomous, as either present or absent, but to consider the wide range of nonviolent and violent options available and ask why actors come to embrace particular strategies. The second is to explore the dynamic nature of violent conflicts, developing explanations that can account for the eruption of violence at particular moments in time. The arguments focus on how changes in the balance of power between and among states and non-state actors generate uncertainty and threat, thereby creating an environment conducive to violence. The evidence is consistent with governments being able to politically manipulate resource allocation within the confines of the formula-based system. Nevertheless, this does not suggest that the DACF completely fails to limit political influence. The gross volume of cross-border capital flows has grown at an average of 25 percent a year, and trade in goods and services has also increased, albeit not as dramatically, but at least twice as fast as world GDP over the past 20 years. Yet, consumers and investors continue to spend and hold a disproportionate share of their assets in local markets--the so-called home-bias has been emphasized by many recent empirical studies. For many researchers, this home bias reflects information asymmetries and the fact that acquiring information across international borders is relatively costly. The main objective of the authors is to identify channels through which information gets disseminated across international markets. They consider three potential channels through which information can affect import and foreign equity purchase decisions in 14 OECD countries. The first channel consists of information spillovers from the commercial to the financial markets and vice-versa. Financial investors and importers share common information, which is also frequently conveyed to them by the same source--banks or financial intermediaries. The second and third channels emphasize seller and buyer reputations in international markets. The seller reputation channel stresses the importance given by, for example, importers in the United States who are considering buying products from Italy to the experience that Canadian and Japanese importers may have accumulated on Italian exporters. The buyer reputation channel examines to what extent a foreign investor or trader seeks information on the reliability of the foreign buyer by assessing his reputation in other countries. While the last two channels are equally important in explaining bilateral import flows, buyer reputation appears to be of greater importance for equity flows in the sample. The authors argue that these three channels may help provide some insights about the recent episodes of contagion across markets and countries that occurred over the past decade. These information channels can create virtuous or vicious circles that may, in turn, lead to unexpected changes in investors' and traders' behaviors across markets. We find that firms in countries with strong official supervisory agencies that directly monitor banks tend to face greater financing obstacles. Moreover, powerful official supervision tends to increase firm reliance on special connections and corruption in raising external finance, which is consistent with political/regulatory capture theories. Creating a supervisory agency that is independent of the government and banks mitigates the adverse consequences of powerful supervision. Finally, we find that bank supervisory agencies that force accurate information disclosure by banks and enhance private monitoring tend to ease the financing obstacles faced by firms.

Book excerpt: The author assesses the importance of the regulatory framework as a determinant of private sector investment in infrastructure. She uses recently compiled data on private and public sector investment in the water, power, telecommunications, railroads, and roads sectors between 1980 and 1998 in nine countries in Latin America. The author finds that the most significant institutional determinant of private investment volumes is the passage of legislation liberalizing the investment regime. This is important because it indicates that the legal basis for reform is probably more critical in determining the quality of the investment climate than specific aspects of the institutional framework governing private sector participation. In accordance with intuition, the author's results indicate that government action to increase regulatory certainty and minimize the perceived risk of expropriation through the establishment of independent regulatory bodies is a critical determinant of the volume of private investment flows. She also finds that the general relationship of private to public investment is one of substitutability.
