The gulf between what political leaders say and do seems to be widening, and in democratic societies around the world, contributing to an atmosphere of cynicism and apathy among the citizenry. Understanding the characteristics and functions of speech in policy processes is a requirement for trying to overcome this problem; indeed, politicians and bureaucrats spend a good proportion of their time and resources discoursing, i.e., writing, speaking, and publishing. However, there has been scant analysis of political discourse; the aim of this book is to fill this analytical gap, by exploring political speech from a variety of perspectives, including normative, epistemological, and empirical. Incorporating insights from economics, political science, philosophy, and law, and evidence from the United States, Canada, France, Italy, Turkey, and the EU, the book addresses a wide variety of timely issues, including:. Fiscal discipline in speeches vs budget balance: Is an improvement (deterioration) of the budget balance preceded by a more (less) fiscally disciplined discourse? Revenues and spending forecasted in budget speeches vs realised budget outcomes: Is there a systematic bias? If so, how can we explain it? Electoral pledges vs actual realisations: Do governments follow up on their electoral pledges? Ideological stance in party publications vs spending and revenues of party governments: Do parties of the right and the left speak different languages? How can we validly classify a government as of the left or of the right? Is there a systematic difference between governments of the right and of the left in terms of their policy? Speeches by central bank officers vs monetary policy: Can changes in monetary policy be predicted by official speeches? The political business cycle: How can taking into consideration the speech-action relationship strengthen (or threaten) our knowledge about electoral and partisan cycles in public spending? Other questions explored include: Should policy makers always tell the truth and all the truth? What are the benefits and the costs of transparency? How can we resolve the apparent contradiction between the democratic demand for transparency and the efficiency requirement of secrecy in many policy areas (budget preparation, monetary policy, foreign policy, security, etc.)? Under which conditions is secrecy acceptable in a democratic society? To what extent may deception and lies lead to a breach of trust or to power abuse? What are the most efficient institutional mechanisms to prevent such abuse? Collectively, the authors present new insights for understanding political process and government activity, and suggest avenues for further research.

Citizens pine for a time when liberals and conservatives compromised with one another—or they yearn for a post-partisan future when the common good trumps ideology and self-interest. Russell Muirhead argues that better partisanship, not less partisanship, is the solution to America’s political predicament. Instead of striving to overcome our differences, we should learn how to engage them. The political conflicts that provide fodder for cable news shows are not simply manufactured from thin air. However sensationalized they become in the retelling, they originate in authentic disagreements over what constitutes the common welfare. Republicans vest responsibility in each citizen for dealing with bad decisions and bad luck, and want every individual and family to enjoy the benefits of good decisions and good luck. Democrats ask citizens to stand together to insure one another against the worst consequences of misfortune or poor judgment, and especially to insure children against some of the consequences of their parents’ bad decisions or lack of opportunities. These are fundamental differences that fantasies of bipartisan consensus cannot dissolve. Disagreement without parties is disempowering, Muirhead says. The remedy is not for citizens and elected officials to learn to “just get along” but for them to bring a skeptical sensibility even to their own convictions, and to learn to disagree as partisans and govern through compromise despite those disagreements.

Book excerpt: Age of Promises explores the issue of electoral promises in twentieth century Britain - how they were made, how they were understood, and how they evolved across time - through a study of general election manifestos and election addresses. The authors argue that a history of the act of making promises - which is central to the political process, but which has not been sufficiently analysed - illuminates the development of political communication and democratic representation. The twentieth century saw a broad shift away from politics viewed as a discursive process whereby, at elections, it was enough to set out broad principles, with detailed policymaking to follow once in office following reflection and discussion. Over the first part of the century parties increasingly felt required to compile lists of specific policies to offer to voters, which they were then considered to have an obligation to carry out come what may. From 1945 onwards, moreover, there was even more focus on detailed, costed, pledges. We live in an age of growing uncertainty over the authority and status of political promises. In the wake of the 2016 EU referendum controversy erupted over parliamentary sovereignty. Should 'the will of the people' as manifested in the referendum result be supreme, or did MPs owe a primary responsibility to their constituents and/or to the party manifestos on which they had been elected? Age of Promises demonstrates that these debates build on a long history of differing understandings about what status of manifestos and addresses should have in shaping the actions of government.

The purpose of this book is to explore this issue through a series of case studies. It shows how the British model of politics has changed since the early twentieth century when electioneering was based on the articulation of principles which, it was expected, might well be adapted once the party or politician that promoted them took office. Thereafter manifestos became increasingly central to electoral politics and to the practice of governing, and this has been especially the case since 1945. Parties were now expected to outline in detail what they would do in office and explain how the policies would be paid for. Brexit has complicated this process, with the ‘will of the people’ as supposedly expressed in the 2016 referendum result clashing with the conventional role of the election manifesto as offering a mandate for action.

Her inquiry into Marx’s philosophy led her to a critical examination of the entire tradition of Western political thought, from its origins in Plato and Aristotle to its culmination and conclusion in Marx. The Promise of Politics tells how Arendt came to understand the failure of that tradition to account for human action. From the time that Socrates was condemned to death by his fellow citizens, Arendt finds that philosophers have followed Plato in constructing political theories at the expense of political experiences, including the pre-philosophic Greek experience of beginning, the Roman experience of founding, and the Christian experience of forgiving. It is a fascinating, subtle, and original story, which bridges Arendt’s work from The Origins of Totalitarianism to The Human Condition, published in 1958. These writings, which deal with the conflict between philosophy and politics, have never before been gathered and published. The final and longer section of The Promise of Politics, titled “Introduction into Politics,” was written in German and is published here for the first time in English. This remarkable meditation on the modern prejudice against politics asks whether politics has any meaning at all anymore. Although written in the latter half of the 1950s, what Arendt says about the relation of politics to human freedom could hardly have greater relevance for our own time. When politics is considered as a means to an end that lies outside of itself, when force is used to “create” freedom, political principles vanish from the face of the earth. For Arendt, politics has no “end”; instead, it has at times been–and perhaps can be again–the never-ending endeavor of the great plurality of human beings to live together and share the earth in mutually guaranteed freedom. That is the promise of politics.
