Book excerpt: This paper reviews the World Bank's experience with community participation (CP) in a sample of its projects selected from three different sectors; urban housing, population, health and nutrition (PHN), and irrigation. The sample was chosen on a judgmental basis and consisted of forty projects which were known to have the potential for the use of CP or incorporated it in their strategies, and ten successful projects from the same sectors which did not make use of CP. The focus of the paper is on the approaches to participation employed by the first set of projects and the lessons to be learned from their experience. An analysis of the second set of projects sheds light on the reasons why community participation was neglected by them.

In this context, participation is a genuinely transformative approach to sustainable development, yet the process by which participation leads to transformation is not sufficiently understood. This book considers how the act of participating in sustainable development projects can bring about social transformation that is considered to be fair and just by the participants and non-participants in a broader societal context. Drawing on ideas from social theory and applied anthropology, the book proposes a reflexivity-based framework to analyse participation as a type of social action underpinned by primary experience. Development projects have a transformative effect when participants are given the opportunity to reflect on their experience, share the reflection with others, and open new space for collective deliberation and change. The book applies this framework to assess community-based participatory projects in the Amazon, African slums and rural settlements, and disaster stricken areas in Japan. It also outlines potential institutions of governance to institutionalize the change by referring to current food governance, drawing out lessons with international relevance. This process involves linking the planning, project development, environmental, design, construction, operations, and maintenance aspects of the overall transportation program. The purpose of the TDP is to implement a seamless process in which all these elements come together and in which there is continuous public involvement. This report will be of interest to regional and state transportation, planning, and environmental agencies who participate in the TDP and who are involved in both the development and policy aspects of the TDP. This report of the Transportation Research Board describes the history of the TDP, as well as the federal requirements that must be met under both transportation and environmental regulations. This process is made more complex by state and local regulations that must be observed in most jurisdictions. Throughout this process, as carried out by the state transportation agencies and the metropolitan planning organizations, there is continuous public involvement. Other programs, such as the transportation implementation plan, state transportation implementation plan, and environmental programs such as the National Environmental Policy Act, the Clean Air Act Amendments of 1990, and requirements of other environmental laws must be integrated into the TDP. The complexities of this process are described, and some unique approaches to meeting its demands are presented.
