Book excerpt: Resumen: El proposito del proyecto propuesto es contribuir a una gestion ambiental del territorio dentro del sistema urbano, a traves de la viabilidad de aplicacion de herramientas concretas, viables y pertinentes que no han sido aplicadas en el contexto local con el fin que fueron planteadas por la ley, lo que representa retos importantes para las entidades publicas locales ya que durante mucho tiempo la gestion, planificacion y consecucion de recursos para la inversion en el desarrollo urbano de la ciudad se vio limitada a instrumentos como la contribucion por valorizacion, recursos que permitieron una distribucion reducida en cuanto a las cargas y beneficios para la gestion urbana. En general, el proceso de urbanizacion de la ciudad ha respondido a dos procesos paralelos, un desarrollo formal planificado y un crecimiento espontaneo caracterizado por la ilegalidad y pirateria, que han generado procesos de degradacionn ambiental materializados entre otros fenomenos, por la creciente consolidacion de escenarios de riesgo. En este contexto resulta pertinente indagas sobre la viabilidad de la aplicacion de un instrumento de gestion del suelo como la recuperacion de plusvalias en la gestion del riesgo, a partir del analisis del desarrollo de un plan parcial, para este caso de estudio el plan parcial parque tematico de flora y fauna en el municipio de Pereira y vislumbrar posibles lineamientos que orienten la gestion ambiental local.

El Plan de Ordenamiento Territorial (POT) del municipio de Pereira, como instrumento básico de planificación, presenta falencias en la incorporación de la GdR, siendo ésta deficiente en todos sus procesos, por lo que es pertinente la generación de estrategias que permitan construir, desde el presente, un futuro deseado. La Gestión del Riesgo, como un proceso social, ya no es una opción, es una obligación.

During the three and a half decades of Francoist dictatorship, these exiles held that the Republic, not Francoism, represented the authentic culture of Spain. In this environment, as Sebastiaan Faber argues in Exile and Cultural Hegemony, the Spaniards' conception of their role as intellectuals changed markedly over time. The first study of its kind to place the exiles' ideological evolution in a broad historical context, Exile and Cultural Hegemony takes into account developments in both Spanish and Mexican politics from the early 1930s through the 1970s. Faber pays particular attention to the intellectuals' persistent nationalism and misplaced illusions of pan-Hispanist grandeur, which included awkward and ironic overlaps with the rhetoric employed by their enemies on the Francoist right. From Brazil and Mexico to Zimbabwe and the Philippines, rural movements of diverse political character, but all sharing the same social basis of dispossessed peasants and unemployed workers, have used land occupations and other tactics to confront the neoliberal state. This volume brings together for the first time across three continents - Africa, Latin America and Asia - an intellectually consistent set of original investigations into this new generation of rural social movements. These country studies seek to identify their social composition, strategies, tactics, and ideologies; to assess their relations with other social actors, including political parties, urban social movements, and international aid agencies and other institutions; and to examine their most common tactic, the land occupation, its origins, pace and patterns, as well as the responses of governments and landowners. At a more fundamental level, this volume explores the ways in which two decades of neoliberal policy - including new land tenure arrangements intended to hasten the commodification of land, and new land uses linked to global markets -- have undermined the social reproduction of the rural labour force and created the conditions for popular resistance. The volume demonstrates the longer-term potential impact of these movements. In economic terms, they raise the possibility of tackling immiseration by means of the redistribution of land and the reorganisation of production on a more efficient and socially responsible basis. And in political terms, breaking the power of landowners and transnational capital with interests in land could ultimately open the way to an alternative pattern of capital accumulation and development.

The increased significance of the digital economy has rendered the traditional concept of PE inadequate for the allocation of taxing jurisdiction over the modern, mobile or digital international business. The author’s in-depth analysis explains the legal elements of the PE principle with attention to their continuing benefit and their shortcomings: criteria defining a PE- place of business, location, right of use, duration, business connection, business activity, ordinary course of business; evidence of a right of use to a place of business; business activities included in the PE concept of the tax treaties; identification of projects offshore and onshore; UN model treaty deviations from the OECD agency clause; distinction between jurisdictions with significant natural resources and countries possessing the capital, technology and know-how necessary to explore and exploit these resources; and how policies in each country may erode the PE concept.
