Download or read book Le Nuove Forme del Partenariato Pubblico Privato Servizi pubblici e infrastrutture written by ENRICO CAMPAGNANO and published by CEDAM. This book was released on 2020-12-15 with total page 587 pages. Available in PDF, EPUB and Kindle.

Download or read book PFI in housing written by Great Britain: National Audit Office and published by The Stationery Office. This book was released on 2010-06-25 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report, from the National Audit Office (HCP 71, session 2010-11, ISBN 9780102965285), looks at PFI in Housing. The use of PFI by local authorities to improve housing, usually in areas with a high need for housing and where the stock condition is particularly poor, has had a measure of success, but risks to value for money of the programme have not been managed. In the context of this programme, PFI has been a flexible and useful funding route for local authorities to improve existing housing and build new stock. However, the majority of projects required significant increases in central funding prior to contract signature and all have suffered delays. Twenty one of the 25 projects which have been signed to date have experienced cost increases, with 12 of these over 100 per cent. All signed projects, for which the NAO was able to obtain data, were delayed, on average by 2 years and 6 months. For early projects this was partly because PFI was new to the housing sector and the Department for Communities and Local Government had to develop its understanding of stock condition issues. Also, the Department's management for early projects was also weak and under-resourced. While the capital cost of PFI housing projects is similar to other developments, the Department's evaluation to date has not taken account of the full costs. Procurement also tends to take more time, which can increase procurement and tender costs for local authorities and bidders.

Available in PDF, EPUB and Kindle. Book excerpt: “Set in New Orleans, this important and powerful novel follows the Boisdoré family . . . in the months after Katrina. A profound, moving and authentically detailed picture of the storm’s emotional impact on those who lived through it.” —People In this dazzling debut about family, home, and grief, C. Morgan Babst takes readers into the heart of Hurricane Katrina and the life of a great city. As the storm is fast approaching the Louisiana coast, Cora Boisdoré refuses to leave the city. Her parents, Joe Boisdoré, an artist descended from freed slaves who became the city’s preeminent furniture makers, and his white “Uptown” wife, Dr. Tess Eshleman, are forced to evacuate without her, setting off a chain of events that leaves their marriage in shambles and Cora catatonic—the victim or perpetrator of some violence mysterious even to herself. This mystery is at the center of Babst’s haunting and profound novel. Cora’s sister, Del, returns to New Orleans from the successful life she built in New York City to find her hometown in ruins and her family deeply alienated from one another. As Del attempts to figure out what happened to her sister, she must also reckon with the racial history of the city and the trauma of a disaster that was not, in fact, some random act of God but an avoidable tragedy visited on New Orleans’s most vulnerable citizens. Separately and together, each member of the Boisdoré clan must find the strength to remake home in a city forever changed. The Floating World is the Katrina story that needed to be told—one with a piercing, unforgettable loveliness and a vivid, intimate understanding of this particular place and its tangled past.

  • Pages : 22 pages

Download or read book PFI written by Great Britain. National Audit Office and published by . This book was released on 2003 with total page 22 pages. Available in PDF, EPUB and Kindle. Book excerpt: The private finance initiative is helping to improve the quality of public sector construction work, according to the National Audit Office. Better price certainty and on-time delivery of good quality assets have been obtained by using PFI contracts. Only 22 per cent of public building projects had exceeded the cost initially expected by the public sector. Under previous contracts up to 73 per cent had overshot the original estimate. Only eight per cent of projects were delayed by more than two months. Public sector project managers were generally satisfied with the design, construction and performance of their PFI buildings. However, NAO did not try to judge whether PFI was the best procurement method for all public sector construction projects.

Book excerpt: This book analyses many aspects of the present EU regulatory framework for public contracts, especially public procurement, taking the ongoing reform process into account. A specific chapter describes the EU principles applicable to contracts not covered or partially covered by the Directive, which have been the subject of relevant developments in the case law of the European Court of Justice. Another chapter covers sustainable procurement. Second, three chapters are devoted to special procurement regimes, namely public private partnerships, defence and utilities. Third, the review and remedies regime for public procurement is covered in two chapter. Fourth, one chapters goes beyond public procurement and looks at the effect of EU law on the contract management of public contracts, after their conclusion. Fifth, three chapters go beyond the regulation of the Member States and look at the EU law regime applicable to contracts of the EU institutions. Sixth and finally, a concluding chapter provides a critique of the EU legal framework by an author from outside the EU.
