But rather than approaching secession through the optic of political or nationalist institutional accommodation, this book focuses on the underpinnings to a constitutional order as a law-making community, underpinnings laid bare by secession pressures. Relying on the corrosive effects of secession, it explores the deep structure of a constitutional order and the motive forces creating and sustaining that order. A core idea is that the normativity of law is best understood, through a constitutional optic, as an integrative, associative force. Constitutionalising Secession critically analyses conceptions of constitutional order implicit in the leading models of secession, and takes as a leading case-study the judicial and legislative response to secession in Canada. The book therefore develops a concept of constitutionalism and law-making - 'associative constitutionalism' - to describe their deep structure as a continuing, integrative process of association. This model of a dynamic process of value formation can address both the association and the disassociation of constitutional systems.

It chronicles 34 events that have marked political relations between the two linguistic communities from the arrival of the British in 1759 through to the 1995 Quebec referendum. Each event is summarized from the viewpoint of both Anglophones and Francophones. Chapter 1 covers early events including the British conquest, the 1830s rebellions, Confederation, and the hanging of Louis Riel. Chapter 2 covers the making of the welfare state, including unemployment insurance, tax rental agreements, pension plans, and health insurance. Chapter 3 covers Canadian identity events such as creation of the Canadian Broadcasting Corporation, adoption of a new flag, and bilingualism & multiculturalism policies. Chapter 4 covers events in Quebec since the Quiet Revolution, including the DeGaulle visit in 1967, the October 1970 crisis, Quebec language laws, and the 1982 patriation of the Constitution. Chapter 5 covers economic debates, including the Churchill Falls power contract and the Canada-US Free Trade Agreement. They are also responding to a process of democratization and decentralization. These developments have been paralleled by greater functional differentiation. Various stakeholders are increasingly specializing in particular areas of the health system: service delivery, procurement, management, financing, and regulation.The interdependence of health stakeholders becomes more evident along with the increased complexity of delivery systems as these respond to changing demand. There is a compelling need to forge relationships. Such relationships are in fact emerging in developed countries and, more recently, in developing countries. They may be informal, but are increasingly organized and structured.
