Book excerpt: A story that involves as its main players "workers" and "Walmart" does not usually have a happy ending for labor, so the counternarrative offered by Building Power from Below is must reading for activists and union personnel as well as scholars. In 2008 Walmart acquired a controlling share in a large supermarket chain in Santiago, Chile. As part of the deal Walmart had to accept the unions that were already in place. Since then, Chilean retail and warehouse workers have done something that has seemed impossible for labor in the United States: they have organized even more successful unions and negotiated unprecedented contracts with Walmart. In Building Power from Below, Carolina Bank Muñoz attributes Chilean workers’ success in challenging the world’s largest corporation to their organizations’ commitment to union democracy and building strategic capacity. Chilean workers have spent years building grassroots organizations committed to principles of union democracy. Retail workers’ unions have less structural power, but have significant associational and symbolic power. Their most notable successes have been in fighting for respect and dignity on the job. Warehouse workers by contrast have substantial structural power and have achieved significant economic gains. While the model in Chile cannot necessarily be reproduced in different countries, we can gain insights from the Chilean workers’ approaches, tactics, and strategies.

Proposed reforms often have different implications for men and women. At the same time, traditional family and gender roles are changing with the decline in fertility rates and the rapid rise in women's participation in the paid labor force.While trying to adapt social security systems to the fiscal demands of aging societies, policymakers face the compelling challenge of how to design pension reforms that achieve fair outcomes for women. Gender and Social Security Reform examines how different countries are attempting to meet this challenge. Drawing on comparative studies of European and Latin American countries along with a series of case studies of individual countries, the book provides insights into the gender dimensions of alternative designs for reform. All of the countries studied have recently reformed or are about to reform their pension systems, with a clear trend towards tightening the link between contributions and benefits in order to secure the long-term sustainability of pensions. The book also alerts policymakers to other issues: Should pension systems be gender-neutral or compensate for inequalities in paid and unpaid labor? Does compensation preserve gender discrimination? Are unisex life tables a reliable or fair redistributive tool for women? Or should annuities be linked directly to life expectancy, differentiated by sex and potentially other factors? Does a minimum pension guarantee risk compromising the principle of individual responsibility and work? How can recognition for caring work be balanced with work incentives? Its policies—encouraging foreign investment, privatizing public sector companies and services, lowering trade barriers, reducing the size of the state, and embracing the market as a regulator of both the economy and society—produced an economic boom that some have hailed as a “miracle” to be emulated by other Latin American countries. But how have Chile’s millions of workers, whose hard labor and long hours have made the miracle possible, fared under this program? Through empirically grounded historical case studies, this volume examines the human underside of the Chilean economy over the past three decades, delineating the harsh inequities that persist in spite of growth, low inflation, and some decrease in poverty and unemployment. Implemented in the 1970s at the point of the bayonet and in the shadow of the torture chamber, the neoliberal policies of Augusto Pinochet’s dictatorship reversed many of the gains in wages, benefits, and working conditions that Chile’s workers had won during decades of struggle and triggered a severe economic crisis. Later refined and softened, Pinochet’s neoliberal model began, finally, to promote economic growth in the mid-1980s, and it was maintained by the center-left governments that followed the restoration of democracy in 1990. Yet, despite significant increases in worker productivity, real wages stagnated, the expected restoration of labor rights faltered, and gaps in income distribution continued to widen. To shed light on this history and these ongoing problems, the contributors look at industries long part of the Chilean economy—including textiles and copper—and industries that have expanded more recently—including fishing, forestry, and agriculture. They not only show how neoliberalism has affected Chile’s labor force in general but also how it has damaged the environment and imposed special burdens on women. Painting a sobering picture of the two Chiles—one increasingly rich, the other still mired in poverty—these essays suggest that the Chilean miracle may not be as miraculous as it seems. Contributors. Women’s positions have improved relative to men in countries where joint pensions have been required, widows who have worked can keep the joint pension in addition to their own benefit, the public benefit has been targeted toward low earners, and women’s retirement age has been raised to equality with that of men. The Gender Impact of Social Security Reform will force economists and policy makers to reexamine the design features that enable social security systems to achieve desirable gender outcomes.

Book excerpt: A region known for its volatility, Latin America and the Caribbean (LAC) has suffered severe economic and social setbacks from crises—including the COVID-19 pandemic. These crises have taken their toll on careers, wage growth, and productivity. Employment in Crisis: The Path to Better Jobs in a Post-COVID-19 Latin America provides new evidence on the effects of crises on the region’s workers and firms and suggests several policy responses that can bolster long-term and inclusive economic growth. This report has three key findings. First, crises lead to persistent employment losses and accelerate structural changes away from the formal sector. This change occurs more through reductions in the creation of formal jobs than through job destruction. Second, some workers recover from crises, while others are permanently scarred by them. Low-skilled workers can suffer up to a decade of lower earnings caused by crises, while high-skilled workers rebound fast, exacerbating the LAC region’s high level of inequality. Formal workers suffer smaller employment and wage losses in localities with higher rates of informality. And the reduced job flows caused by crises decrease welfare, but workers in localities with more job opportunities, whether formal or informal, bounce back better. Third, crises’ cleansing effects can increase efficiency and productivity, but these effects are dampened by the LAC region’s less competitive market structure. Rather than becoming more agile and productive during economic downturns, protected sectors and firms gain market share and crowd out others, trapping valuable resources. This report proposes a three-pronged mix of policies to improve the LAC region’s responses to crises: •Create a more stable macroeconomic environment to smooth the impacts of crises, including automatic stabilizers such as unemployment insurance and short-term compensation programs; •Increase the capacity of social protection and labor programs to respond to crises and coalesce these programs into systems that complement income support with reemployment assistance and reskilling opportunities; and •Tackle structural issues, including the lack of product market competition and the spatial dimension behind poor labor market adjustment—a “good jobs and good firms†? agenda.
