Book excerpt: The island of New Guinea has a high diversity of species and a high level of endemism, containing more than 5 percent of earth’s biodiversity in just over one half of a percent of the land on the earth. New Guinea supports the largest area of mature tropical moist forest in the Asia/Pacific region. Papua New Guinea consists of the eastern part of the island of New Guinea, plus the islands of the Bismarck Archipelago, Buka, and Bougainville. There are between fifteen thousand and twenty thousand species of vascular plants in Papua New Guinea, with at least two thousand species of trees. The most important challenge for Papua New Guinea is the protection of biological diversity against the pressures resulting from global climate change, inappropriate destructive conversion of natural communities, unsustainable exploitation of forests, national economic development and societal demands, including a fair sharing of the nation’s wealth, and law and order issues. There are very few resources available to natural resource managers, environmental scientists, nongovernment agencies, and various extractive industries, most importantly, the timber industry that will assist in the identification of major tree species within Papua New Guinea. It is hoped that the publication of these three volumes will enable those who are responsible for natural resource management to improve their knowledge of the trees in these forests so that they can fully appreciate the richness of these biologically diverse forests. The forests of Papua New Guinea need to be managed sensitively and sustainably based on advanced evidence-based knowledge. The Trees of Papua New Guinea publication provides a comprehensive treatment of 668 species of trees (Volume 1: 257 species; Vol. 2: 246 species; Vol. 3: 165 species) that will assist in the identification of the trees of Papua New Guinea.

It describes the main drivers of deforestation and degradation, the institutional and political economic context within which REDD+ is being developed, and maps the evolution of a national REDD+ strategy and associated policy and legislation during 2008–2012. It highlights the opportunities and challenges of developing policies that can provide climate-effective, cost-efficient and equitable REDD+ outcomes for Papua New Guinea. Papua New Guinea’s system of customary land tenure provides both enormous opportunities and challenges for REDD+. Gaining the free, prior and informed consent of customary landowners who own the forests that REDD+ initiatives are designed to protect and developing equitable benefit-sharing mechanisms will be a key challenge. Corruption and a lack of transparency and accountability within the government are significant problems for the country to overcome. Political instability and capacity constraints within the public service also pose challenges to the smooth and steady development and implementation of REDD+ policies. While there appears to be a growing national discourse around good governance and anti-corruption, a complex political economy has thwarted many previous attempts at forest policy reform in the country and REDD+ is likely to face significant opposition from those who currently benefit from the unsustainable exploitation of the country’s forests. But the outlook for REDD+ in Papua New Guinea need not be pessimistic. Many different stakeholder groups including government agencies, civil society organisations, donors, private sector actors and research institutes support the concept of REDD+ in Papua New Guinea. Despite some early missteps in terms of broad stakeholder engagement and national ownership over the policy process, the government has shown genuine progress in developing a transparent and accountable governance structure that can, and is, incorporating the perspectives of multiple stakeholders. Occasional Papers contain research results that are significant to tropical forest issues. This content has been peer reviewed internally and externally. Book excerpt: Papua New Guinea is poised for change, as the country’s mineral riches are providing a major opportunity for economic development through the exploitation of natural resources. The government’s five-year strategic plan focuses on key development enablers such as free education, improvements to health services, the strengthening of law and order, rural development projects and infrastructure construction. Inward investment has increasingly been driven by the extractive sector, including oil and gas, whose share of the country’s total investment stock rose from 71% to 87% between 2004 and 2012. Statistics from the Investment Promotion Authority reveal that the largest share of new foreign direct investment in 2013, some 24.6%, targeted the construction sector, outpacing that in financial services, manufacturing and mining, which accounted for 19.8%, 18.1% and 10.9%, respectively. While minerals and hydrocarbons dominate exports, around 85% of the country’s population is employed in the agriculture sector. The start of liquefied natural gas exports in 2014 is expected to return the current account to a surplus in 2015, forecast as high as 12.1% of GDP before returning to 9.1% the following year. While the outlook for state revenues remains strong in the medium term, ensuring the sustainability of further spending increases will be key to preserving macroeconomic stability.
