Current measures to mitigate flood impacts, particularly in the urban environment, are based on previously-planned flood risk intervals and no longer provide sufficient protection. Being prepared for unexpected changes and extreme flood events asks for a paradigm shift in current strategies to avoid and manage flood disasters. In order to stem the increasing impact of urban floods, a major rethink of current planning and flood management policies and practice is required, taking into account different spatial and temporal scales. This book addresses a broad spectrum of relevant issues in the emerging field of urban flood management. It may act as a stimulus for further research and development in urban flood management while informing and engaging stakeholders in the promotion of integrated and cooperative approaches in water management. An interdisciplinary approach which will be of interest to all those who are active in water, risk and urban management.

Book excerpt: In an increasingly global community of researchers and practitioners, new technologies and communication means have made the transfer of policies from one country or region to another progressively more prevalent. There has been a lot of attention in the field of public administration paid to policy transfer and institutional transplantation. This book aims to create a better understanding of such transfers in the water management sector. These include the adoption of modern water management concepts, such as integrated water resources management and forms of water governance, which are strongly promoted and sometimes also imposed by various international organizations. Transfers also occur within the scope of development aid or for the purpose of creating business opportunities. In addition, many research organisations, consultancies and governmental agencies are involved in cross-border work. The purpose of this book is therefore to present practical examples of the transfer of modern water management from one locality to another and to critically discuss the transferability of policy and governance concepts by analysing the contextual needs and factors. Case studies are included from North America, Europe, the Middle East and Asia. It is argued that in many cases context matters in water management and that there is no panacea or universal concept that can be applied to all countries or regions with different political, economic, cultural and technological contexts. Yet it is also shown that some countries are facing pressing and similar water management issues that cut across national borders, and hence the transfer of knowledge may be beneficial.

Book excerpt: This book is the edited proceedings of the Fifth International Conference on Finite Elements in Water Resources, held at the University of Vermont, USA in June 1984. This Conference cont inues the successful series started at Princeton University in 1976, followed by the Conference in Imperial College, London, UK in 1978, the third Conference at the University of Mississippi, USA in 1980 and the fourth at the University of Hannover, Germany in 1982. The objective of this Conference is to provide engineers and scientists interested in water resources with the state-of-t- art on finite element modelling. The Proceedings review the basic theory and applications of the technique in groundwater and seepage, transport phenomena, viscous flow, river, lake and ocean modelling. The fundamentals of the numerical techniques employed in finite elements are also discussed. Many applications illus trate the versatility and generality of the Finite Element Method for the simulation of a wide range of problems in water resources. More recent schemes, in particular, boundary elements, are also presented, together with a series of advanced numerical techniques. The Conference has become an internationally accepted forum for the presentation of new developments of finite elements in water resources techniques. Because of this, a large number of abstracts were submitted to the Organizing Committee and it is our only reg ret that it was impossible to accept all these contributions. The overwhelming response to our Call for Papers has ensured the high quality of these proceedings.
