Book excerpt: This Thailand Social Monitor provides an overview of the challenges facing Thai youth today, identifying the factors that make them vulnerable and outlining possible policy directions in moving forward. This Social Monitor studies three key transitions faced by Thai youth, using the youth development model proposed by the World Development Report 2007. This model helps provide an understanding of the interactions among the various factors that affect youth development and how they influence in three important life transitions, namely: growing up healthy, learning for work and life and moving from school to work. In this model, the role of public policy is to help youth succeed in the transition to adulthood by broadening their opportunities, expanding their capacity and providing them with second chances to overcome negative outcomes. These areas are the three youth policy lenses through which policy priorities are assessed throughout this report. This report stresses that building the next generation of Thailand human capital requires a concerted effort. The four main ministries responsible for promoting the country's youth development agenda-Ministry of Social Development and Human Security, Ministry of Education, Ministry of Public Health and Ministry of Justice-must work towards ensuring that every stakeholder-including other governmental departments, NGOs and the private sector-come together to bring about an enabling environment for youth of all walks to thrive and realize their full potential. Moreover, policymaking must also be in tune with reality. It needs to listen, understand and incorporate the voices and vision of youth, the central stakeholder in this process, in order to be grounded on the will and aspirations of the next generation.

Book excerpt: Youth Culture and Identity in Northern Thailand examines how young people in urban Chiang Mai construct an identity at the intersection of global capitalism, state ideologies, and local culture. Drawing on over 15 years of ethnographic research, the book explores the impact of rapid urbanisation and modernisation on contemporary Thai youth, focusing on conspicuous youth subcultures, drug use (especially methamphetamine use), and violent youth gangs. Anjalee Cohen shows how young Thai people construct a specific youth identity through consumerism and symbolic boundaries – in particular through enduring rural/urban distinctions. The suggestion is that the formation of subcultures and “deviant” youth practices, such as drug use and violence, are not necessarily forms of resistance against the dominant culture, nor a pathological response to dramatic social change, as typically understood in academic and public discourse. Rather, Cohen argues that such practices are attempts to “fit in and stick out” in an anonymous urban environment. This volume is relevant to scholars in Thai Studies, Southeast Asian Studies, Anthropology, Sociology, Urban Studies, and Development Studies, particularly those with an interest in youth, drugs, and gangs.

Book excerpt: Thailand in Transition goes beyond the conventional approach to Thai politics present in most of the literature, which concentrates on the traditional institutions in Thailand—the monarchy, the military, and the bureaucracy. The objective here has been rather to examine the more contemporary emergent oppositional forces struggling to play a permanent and significant role in the broader context of Thai politics. Oppositional forces in Thailand are many and varied, ranging from the outlawed Communist Party of Thailand (CPT), which seeks to overthrow the Thai government, to the Thai Parliament, which is usually legitimized as part of the the government for brief periods between military coups. The book focuses on the CPT, workers, students, and Parliament by presenting in historical perspective the origins, nature, and influence of each as an oppositional force in Thai politics. Special attention is given to the transitional role of these oppositional forces during and after the dramatic shifts in Thai politics precipitated by the student revolution of 1973, the military coup of 1976, the increased hostilities between the People's Republic of China (PRC) and Vietnam in 1979, and the abortive coup by the Thai "Young Turk" military faction in 1981.

Migration law is setting the new parameters for international protection. Irregular migration is producing new forms of statelessness. International conventions on statelessness, refugees and migrant workers and international human rights instruments do not provide effective protection for these contemporary groups of stateless persons. The case study of Burmese irregular migrant workers in Thailand demonstrate that women and children are among the most unprotected because of the gendered construction of statelessness. The book concludes firstly that the 1999 CEDAW Protocol is an avenue through which stateless women may pursue redress. Secondly, it argues that it is imperative to set international law limits on state powers over immigration matters.
